Zvezdan Terzić ( Serbian - Cyrillic Звездан Терзић ; born May 21, 1966 in Titov Vrbas , today Vrbas, SFR Yugoslavia ) is a former Yugoslav football player who mainly played for OFK Belgrade . Between 2005 and 2008 he was the President of the Football Association of Serbia and Montenegro and since the dissolution of the State Union in 2006 (FSSCG) of the Serbian Football Association (FSS). He resigned from this post under pressure from the Serbian public and an arrest warrant . Before 2005 he was the club president of OFK Belgrade.

Controversy

In March 2008 , the Serbian Ministry of the Interior issued an arrest warrant against Terzić on charges of abuse of office . On March 12, he officially resigned from office due to mounting public pressure. According to the police , he is said to have made an illegal profit of the equivalent of 500,000 euros on a transfer as a sports official for the first division club OFK Belgrade . Terzić has been president of the association since 2006 and, according to media reports, has been abroad since January. In 2008 he was reportedly arrested in Montenegro , where he was released under controversial circumstances. The Montenegrin government is said to have campaigned for his release.

In April, Belgrade demanded an investigation and the detention of Terzić on suspicion of embezzlement from Vanja Grubač's transfer to Hamburger SV . An international arrest warrant was issued against him in July. The Serbian police had new allegations against Terzić in August, because he illegally acquired a large amount of money when Sran Stanić moved from OFK Belgrade to Spartak Moscow . In December, the court case against Terzić was extended, as he was suspected of embezzling further sums together with the officials of the OFK Belgrade Milovan Ikodinović and Vladimir Bulatović as well as players' agent Dražen Podunavac in the transfers of Branislav Ivanović to Lokomotiv Moscow and Stevan Stošić to FC Málaga to have. After almost three years on the run, Terzić surrendered to the Serbian police in 2010, accompanied by his lawyer. During his escape, he is said to have stayed in Montenegro and the USA . He faced a total of 12 years in prison . According to his own account, he surrendered because he wanted to prove his innocence . Among other things, he accused the old government of trying to overthrow him through the allegations. After seven months in detention, he was released on bail of one million euros . The court did not impose house arrest or have his passport withdrawn; a decision that met with incomprehension among the public.

As none of the witnesses summoned, including the players involved in the transfers (including Marko Baša ), had appeared in court to testify, the trial was suspended for lack of evidence. Although Terzić was in an ongoing court case, he was appointed club president of OFK Belgrade in 2012, which led to public criticism. At the beginning of 2013 he was finally elected unanimously as president of the Association of Serbian First Division Clubs and, according to media reports, was automatically part of the leadership of the Serbian Football Association under President Tomislav Karadžić, whom Terzić had previously criticized. Both have been in conflict for a long time and have come under strong criticism from the Serbian public. Shortly thereafter, Terzić denied that he was part of the management team of the FSS. The circumstances of this election led to further public criticism and allegations of clientelism .
