Austrian Federal Fire Brigade Association
The Austrian Federal Fire Brigade Association - ÖBFV for short - is the umbrella organization for the individual state fire brigade associations in Austria . It is a legal association based in Vienna .
tasks
The main activity is the coordination of the regional associations. The construction guidelines for the fire fighting vehicles and the other devices are worked out together. General training guidelines for the various subject areas are also drawn up. For example, the training was created for the first time in 2000 before the turn of the millennium, so that fire brigade members have the same basic training throughout Austria for the first time, which is also a basis for the recognition of a professional profile: firefighter .
He is also the common mouthpiece towards the federal government. The Federal Fire Brigade Association has the task of representing the interests of the individual fire brigades as a whole towards state institutions or other interest groups. The same applies to the individual fire brigade members. Such points that could be solved by the ÖBFV are, for example:
- the fire brigade license
- the three-day rule for tax exemption for fire brigade festivals
- the insurance coverage of the individual fire brigade members by AUVA .
- the fire fighters vaccination against hepatitis A and B.
While the fire brigade is usually a matter of the state, disaster control falls within the competence of the federal government. He is responsible for coordinating the disaster relief services of the federal states. The supraregional supervision of the FuB service is also subject to the ÖBFV. So the ÖBFV also has the distribution of the subsidies from the Disaster Fund Act, a federal act on the individual regional associations.
Within the ÖBFV, specialist committees have also been set up in the individual state fire brigade associations according to the subject areas. In this way, we are also involved in drawing up the TRVB .
Both within the international community of fire brigades, the CTIF , and the European fire brigades, the FEU , the ÖBFV is regarded as the representative of the Austrian fire brigades.

The ÖBFV mainly consists of the executive body, which consists of the President and three deputies, as well as the decision-making bodies, consisting of the Presidium, the Federal Fire Service Committee and the Federal Fire Service Day. While it is irrelevant for the president whether he comes from the group of volunteers or the professional fire brigade, it is stipulated that at least one deputy is recruited from a professional fire brigade.
In addition, there are advisory bodies that consist of presentations for the individual specialist areas and the specialist committees for the individual types of fire service.
The delegates for the Federal Fire Brigade Day are sent by the state fire brigade associations and the municipalities with professional fire departments.

In 1889 the Standing Austrian Fire Brigade Committee was founded as the predecessor of the ÖBFV. At the founding meeting, the representatives of the state fire brigade associations of Lower Austria , Upper Austria and Tyrol , as well as the German and the Czech associations of Bohemia and Moravian-Silesia , were excused, while Styria and Salzburg were excused. Reginald Czermack was elected as the first chairman, who also drafted the statutes. In 1900 the name was changed to Österreichischer Reichsverband . The predecessor of the CTIF , the Grand Conseil , founded in the same year, was also joined as a founding member. Czermack held the chair until 1901.

After the First World War , the associations in the newly founded Czechoslovakia, like all other organizations in the crown lands, were prohibited from contacting the Austrian Committee. Until 1920 nothing changed in the structures of the remaining association. In 1920 Rudolf Lampl took over the chairmanship and kept it until 1938. In 1935 the name was changed to "Austrian Fire Brigade Association".
After the “ Anschluss ” in 1938, the association was called the Austrian National Fire Brigade Association for short . Since the fire brigade was subordinated to the police in the National Socialist organization, the association lost its competence and disbanded in mid-1938.
Today's ÖBFV was founded in 1948. The first president was Josef Holaubek , who also became president of the CTIF in 1960 .

President of the ÖBFV
The President of the ÖBFV is elected every four years by the Federal Fire Day. Traditionally, one of the state fire brigade commanders is elected.
In contrast to the state commanders, the presidents are not bound by the age limit of 65 years. The presidents can therefore also be older than 65 years. One example was Sepp Kast , who only resigned from his position at the age of 70.
The presidents of the ÖBFV hold the highest rank of the fire brigade, which corresponds to the rank of lieutenant general in the armed forces.

The current vice-presidents are Armin Blutsch from Lower Austria, Gerhard Hillinger from Vienna and Franz Humer from Upper Austria.
Competitions
Since 1964, the ÖBFV has been holding fire service competitions on a national level. In contrast to the federal states, where these are held annually (or every two years in Salzburg), at the federal level they only take place every five years. Relay and fire fighting are carried out.
The ÖBFV was also significantly involved in the organization of the international CTIF competitions taking place in Austria.
Print media
The official print medium of the ÖBFV has been the magazine FEUERWEHR.AT , which appears 10 times a year and has a circulation of 10,000 copies (formerly Die Österreichische Feuerwehr ). Since January 2019, FEUERWEHR.AT has also included the official communications of the Carinthian State Fire Brigade Association as a supplement with the name KÄRNTNER FEUERWEHR .
