Andrei attended the Frații Buzeşti -Lyzeum in Craiova from 1943 to 1951 and then began studying hydraulic engineering at the Technical University of Construction Bucharest , which he graduated in 1954. In 1951, while still a student, he became an editor in the international section of Scânteia tineretului , the daily newspaper of the Communist Union of Workers' Youth UTM (Uniunea Tineretului Muncitor) .

After completing his studies as a hydraulic engineer, Andrei became head of the laboratory and assistant at the Institute for Petroleum and Gas in Bucharest in 1954. In 1960 he was then head of the Commission for Culture and Art and the International Commission of the Council of the Union of Student Associations in Romania UASR (Uniunea Asociațiilor Studenților din România) . He was then from 1961 to May 1965 Deputy Head of the Foreign Relations Department of the Central Committee of the PMR and from May 1965 to July 23, 1966, Deputy Head of the Department for Foreign Affairs of the Central Committee of the PCR.
