Until 1955 there were only two fixed official titles, the Segretario di Stato per gli Affari Esteri e Politici (Foreign Minister) and the Segretario di Stato per gli Affari Interni e Finanze (Minister of the Interior and Finance), which, however, did not belong to the government (Segretario di Stato). belonged to. The Congresso di Stato had ten members, and prior to 1955 there was only exceptional responsibility for a specific department (dicastero) .

The San Marinese constitution has no head of government; in the diplomatic protocol, the foreign minister takes on the role of head of government.
