The General German Bicycle Club ( Bundesverband ) e. V. ( ADFC ) is a traffic club for cyclists based in Bremen . It promotes so-called soft mobility and is active as a representative of the interests of cyclists in German cities, particularly in transport policy. Among other things, the bicycle climate test , which has been held repeatedly since 1988, has become known.

The ADFC is a member of the European Cyclists' Federation (ECF). In 2002, at the request of the ADFC, the German federal government presented a national cycling plan for the first time .

The founding meeting took place in Bremen on September 27, 1979, after the idea of ​​founding such an organization on the occasion of the International Bicycle and Motorcycle Exhibition (IFMA) on April 18, 1978. Jan Tebbe from Bremen was the initiator and first chairman of the ADFC. In addition to active cyclists, the founders also included transport scientists, including Heiner Monheim and Tilman Bracher .

With a resolution of the Federal General Assembly in May 1990, uniform association structures were established throughout Germany. In place of the often arbitrary sections of district and district groups, there were 11 regional associations. At the beginning of the nineties another five regional associations of the five new states were added, which often combined bicycle initiatives that had emerged from the GDR environmental movement, so that the ADFC has since then been represented with 16 regional associations throughout the Federal Republic. The ADFC now has over 185,000 members nationwide.

Act

The General German Bicycle Club (ADFC) is de facto equal to a public authority (TÖB) in many municipalities and is involved and heard in certain (construction) projects. However, he does not have the right to sue.

The ADFC encodes bicycles according to a FEIN coding system agreed with the police . In addition, he advises on theft prevention, secure bicycle parking facilities and locks.

In 2016, the ADFC established a mobile breakdown assistance service for its members, which ensures on-site repairs or towing to a workshop in the event of more serious breakdowns or accidents.

Together with the AOK , the campaign Mit dem Rad zur Arbeit was founded to motivate employees to take their bike to work and to encourage companies to create favorable conditions for this, for example showers or parking facilities. The goals are preventive health care and the reduction of individual motorized traffic .

In cooperation with the German National Tourist Board , the ADFC publishes the brochure Discover Germany by bike every two years and operates an internet platform of the same name. The local and district associations organize guided bike tours , and the ADFC arranges bike tours. The umbrella organization is a sub-organization of the ADFC, which arranges accommodation for cyclists on the basis of reciprocity. In 1995, the Bett + Bike quality label was launched for accommodation facilities that undertake to meet the expectations of cycle tourists. Since 2006 the ADFC has been testing and certifying long-distance cycle paths as ADFC quality cycle routes . In August 2008, the maximum achievable 5 stars were awarded to the Main Cycle Path for the first time.

In info shops, the ADFC provides advice on topics related to cycling and traffic as well as cycling holidays. With the bike + business program, the ADFC Hessen advises companies and administrations on creating bike -friendly conditions for their workforce.

The ADFC is involved in the publication of a comprehensive cycle map series on a scale of 1: 150,000 as well as regional maps on a scale of 1: 75,000 (occasionally also 1: 100,000 or 1: 50,000) and creates cycle maps at the local level. Members receive the ADFC magazine Radwelt and other regional bicycle newspapers every two months .

Some ADFC branches organize bicycle travel markets, bicycle flea markets, repair courses, courses for planning tours , cycling courses (cycling schools) for adults or run self-help workshops , e.g. B. the Bikekitchen in Augsburg. The ADFC Berlin organizes the bicycle rally , which according to its own assessment should be the largest bicycle demonstration in the world. The ADFC Frankfurt / Main organizes a bike night every year.

Bodies

The ADFC has a federal structure. In addition to the federal association, there are state and district associations. The lowest level is made up of around 400 local groups or branches. The highest bodies are the Federal Executive Board, the Federal General Assembly and the Federal Main Committee.

In addition to their own board members, each level also elects delegates who determine the board of the next higher level. For example, the delegates of the state assemblies elect the participants in the federal general assembly. The federal executive committee, which works on a voluntary basis, is elected for two years by the federal general assembly, which is convened once a year. To implement its decisions, the board of directors can fall back on the federal office, which is headed by a full-time federal manager (since 2012 Burkhard Stork). There has been an office in Berlin since 2011, where most of the federal office has now been relocated.

The highest body of the association is the federal general assembly. The basic decisions about the goals and priorities of the association's work are usually made in this committee. Since 2013, the ADFC has had a transport policy program approved by the Federal General Assembly, which forms the basis of the association's transport policy work.

The Federal Main Committee consists of representatives of the state associations, usually members of the state boards, and decides on the guidelines for the work of the federal board. This makes the main committee the second highest body of the ADFC.

Technical committees advise the federal executive board on the further development of ADFC positions. They are set up and dissolved by the Federal General Assembly at the suggestion of the Main Committee. There are technical committees for technology, tourism, public transport and cycling. The cycle traffic specialist committee is a joint committee of the ADFC and the association for urban, regional and state planning .
