Alv Jakob Fostervoll (born January 20, 1932 in Kristiansund , Møre og Romsdal ; † June 15, 2015 ) was a Norwegian politician of the Arbeiderpartiet , 1971/72 and again from 1973 to 1976 defense minister in the Bratteli I and Bratteli II governments .

After retiring from active politics, he worked for 25 years from 1977 to 2002 as District President ( Fylkesmann ) in Møre og Romsdal.

Life

Officer, teacher and local politician

Fostervoll, son of the chief engineer Alv Kristian Fostervoll and his wife Astrid Gaustad, resigned after the secondary school exam in Kristiansund and attending the Community College of Nordmøre 1950 in the army and a field artillery course was after the visit in 1954 officer and then from 1955 to 1977 reserve officer .

He graduated from Volda's teacher training college and worked at the elementary school in Kristiansund between 1956 and 1967.

From 1959 and 1967 he sat for the Ap in the municipality board of Kristiansund, from 1967 to 1969 as vice-mayor.

In the meantime, he graduated from a youth and trainer course in Stockholm in 1961 and from 1961 to 1962 an advanced training course in pedagogy at the Norwegian Teachers' College NLHT (Norges Lærerhøgskole) in Trondheim . During his studies there he was chairman of the pedagogical association of the NLHT and from 1962 to 1965 chairman of the association for workers' adult education AOF (Arbeidernes Opplysningsforbund) . Between 1967 and 1977 he was the principal of the elementary school in Gomalandet, a district of Kristiansund.

At the same time, Fostervoll was chairman of Ap in Nordmøre from 1965 to 1969 and a member of the provincial parliament ( Fylkesting ) of Møre og Romsdal from 1967 to 1969.

Storting Member and Minister of Defense

He was elected as a candidate of the Labor Party in the election of September 8, 1969 in the Storting.

On March 17, 1971, Prime Minister Trygve Bratteli appointed him Minister of Defense in his first government, which he served until the end of Bratteli's term on October 18, 1972. Afterwards he remained connected to defense policy as chairman of the control committee for the intelligence service 1972/73.

He also served as Minister of Defense in Bratteli's second government from October 16, 1973 to January 15, 1976.

Fylkesmann

After leaving the Storting, Fostervoll succeeded Kåre Ellingsgård in 1977 as District President ( Fylkesmann ) of Møre og Romsdal. He held this office for 25 years until he was replaced by Ottar Befring in 2002.

Over the years, Fostervoll took on over 40 different voluntary activities: 1977 and 1990 chairman of the company meetings of Horten Verft A / S ; 1977 to 1982 Chairman of the Employment Promotion Committee in Fylke Møre og Romsdal; 1977 and 1987 chairman of the steering group for the mainland connection between Kristiansund and Frei ; 1983 to 1996 Chairman of the Board of Trustees of Molde Domkirke ; 2003 to 2007 Chairman of the Kristiansund Festival Committee; 2004 to 2006 chairman of the anniversary committee of Nordlandet Kirke Kristiansund.

Fostervoll served as President of the Norwegian Defense Association NFF (Norges Forsvarsforening) from 1981 to 1989 and was made an honorary member in 1995. From 1995 to 2007 he chaired the Norwegian Atlantic Committee DNAK (Den norske Atlanterhavskomité) .

honors and awards

Fostervoll has received several awards for his services, including the jubilee medal for the 25th anniversary of the throne of King Olav V (Kong Olav Vs jubileumsmedalje 1957–1982) (1982), the home defense medal (Heimevernets Fortjenstmedalje) (1984) and the award the Norwegian Defense Association (Norges Forsvarsforenings Hederstegn) (1991).

In addition, he became Commander 1st Class of the Order of Dannebrog in 1993 , Commander of the Saint Olav Order in 1995 and Commander of the Order of the Crown of Belgium in 1998 .
