Career

Not much is known about Arthur Harper's youth and schooling. He was the son of an ironmonger and came to Los Angeles as a child, where he also worked in the hardware industry. At the same time he embarked on a political career as a member of the Democratic Party .

In 1906, Harper was elected mayor of Los Angeles. He held this office after a re-election between December 13, 1906 and his resignation on March 11, 1909. During his tenure, work began on the Los Angeles Civic Center . It was then that the first film studios started their work in the city. In addition, the Los Angeles banking system was reorganized. Harper's administration was also overshadowed by allegations of corruption. Especially when he was re-elected in 1908, it does not seem to have been reached by legal means. A commission was set up to schedule a new election. Harper then resigned under pressure from the allegations.

After his tenure as Mayor ended, Harper became Vice President of the Consolidated Pipe Company of Bakersfield . He held this post until his death on December 25, 1948.
