The concrete head is a negative prize that is awarded annually by the General Disabled People's Association of Brandenburg eV (ABB) “for the most drastic discrimination against people with disabilities” through non- barrier-free construction measures in Brandenburg.

The ABB eV was founded in 1990, is organized as a member of the General Association for the Disabled in Germany (ABiD) and is itself an umbrella organization of 23 regionally active associations and self-help groups. After the discussions about the exclusion of the disabled, building law has stipulated that newly constructed public buildings must be barrier-free since 1994 . A prohibition of discrimination in Article 3, Paragraph 3 (“Nobody may be disadvantaged because of their disability”) was included in the German Basic Law . Nevertheless, the implementation of barrier-free construction is not yet good. In particular, the awareness of most local decision is not yet sufficiently present. Since 2004, ABB has been making “particularly blatant violations of building law and the associated discrimination of disabled people public” by awarding the concrete head annually .

In the first year of 2004, the building supervisory authorities of the state of Brandenburg accepted the award in a meeting of the official heads. Since then, the award of the concrete head has been reported nationwide, especially in those regional parts in which the respective award winners are based. Furthermore, the award is used by organizations for the equality of the disabled in press releases to draw attention to the problems of the inadequate construction. The evaluation criteria of the ABB were criticized, the negative price in the case of the new state parliament in Brandenburg described as "damage" to the building. "Nowhere were building regulations on accessibility disregarded," said the responsible ministry.
