The company health insurance fund Mobil Oil ( BKK Mobil Oil ), based in Munich , has 1,085,620 insured persons, 781,196 of which are members, the largest German company health insurance fund , one of the 16 largest health insurance funds in Germany and since January 1, 2014 it is open nationwide . The insured are personally looked after in the office of the central administration in Hamburg and in the three offices in Celle , Neu-Isenburg and Munich.

The company health insurance fund was founded on October 1st, 1952 in Hamburg . It emerged from the former Mobil Oil AG (Exxon Mobil) and has been open to external customers from the federal states of Bavaria, Hamburg, Lower Saxony, Rhineland-Palatinate and Schleswig-Holstein since October 1, 1999. At that time, BKK Mobil Oil had 5,000 insured persons with a contribution rate of 11.2 percent. In the following years the number of members grew enormously. On September 1, 2002, BKK Mobil Oil had around 600,000 insured persons.

In 2002 the company health insurance company sued the Federal Insurance Office , which demanded an adjustment of the contribution rate from 12.2 to 12.8 percent. Ultimately, BKK Mobil Oil was able to prevail before the Lower Saxony-Bremen Regional Social Court with the retention of 12.2 percent. In 2005 there was another dispute with the Federal Insurance Office, which did not approve a premium reduction from 13.6 percent to 12.6 percent. The company health insurance scheme prevailed again and lowered the contribution rate to 12.6 percent on October 1, 2005. In 2007, it opened up to insured persons in the federal states of Bremen and North Rhine-Westphalia.

On January 1, 2008, it took over the KEH Ersatzkasse with 76,000 customers at a contribution rate of 13.3 percent and opened up to insured persons in the federal states of Hesse and Thuringia. Until the end of 2008, the contribution rate remained at 13.3 percent.

On January 1, 2014, it took on the Hypovereinsbank company health insurance fund , opened up to all German federal states , relocated its headquarters to Munich and thus moved from the central BKK regional association to Bavaria .

As of April 1, 2016, the company health insurance fund increased the contribution rate by 0.3 percent to 15.7 percent.

Contribution rates

Since January 1, 2009 the contribution rates have been standardized by the legislator. Until December 31, 2014, the BKK did not levy any additional contribution that is independent of the health insurance fund . On the other hand, it relieved its members with a bonus payment for 2014 in the amount of 120.00 euros. Since January 1, 2015, it has been charging an income-related additional contribution of 0.8 percent of the contributory income, which has been increased to 1.1 percent since April 1, 2016.

Health care

The health fund offers various additional services in the area of ​​preventive care and health care, such as advanced cancer screening, additional child examinations, sports medicine examinations, osteopathy and homeopathy.

In February 2011, the German Pharmacists' Association signed a contract with BKK Mobil Oil for a training program for type 1 and type 2 diabetics. Insured diabetics can be shown in appropriately qualified pharmacies how they can determine their blood sugar level without errors.

criticism

In January 2006, the Federal Insurance Office banned health insurance from misleading advertising. The BKK Mobil Oil had called on insured persons to change funds because they allegedly “pay too much administration fees” at other funds, some of which are named by name. A follow-up campaign by the fund also contained the misleading statement.

In March 2013, NDR Info reported on dubious membership recruitment at BKK Mobil Oil. According to this, employees of a sales company commissioned by the health insurance fund made unannounced house calls in Lower Saxony and tried to recruit new members with false claims about other health insurance companies. The health insurance company commented on the allegations on its website and announced measures against the relevant employees of the external sales partner. In April 2013, another report appeared in the Hannoversche Allgemeine Zeitung that advertisers lured the cash register with 200 euro bonuses, but obscured the payment criteria.

In August 2013, Spiegel Online reported on a case of a mentally ill patient who lost her insurance cover with BKK Mobil Oil after reporting to her doctor late. Only after consulting a lawyer and a request from Spiegel Online did the cash register make use of "discretionary leeway". According to an expert from the Paritätischer Wohlfahrtsverband , it is worthwhile for the health insurers to withhold services from the chronically ill.

In October 2013 the European Court of Justice ruled that BKK Mobil Oil had violated applicable competition law. In 2008, the fund directed an advertising text to its members and warned against changing funds, as this might raise additional fees.

In July 2014 NDR Info reported that the BKK Mobil Oil had paid agents excessive premiums for recruiting new members and thus violated competition principles. The cash register defended itself against the allegations.
