According to the American surveying office, the city has a total area of 16.7 km² , of which 16.1 km² is land and 0.6 km² (3.57%) is water.

As of the 2000 census, there are 22,771 people, 6,182 households, and 4,179 families in the city. The population density is 3,659.8 inhabitants per km². 38.88% of the population are White , 41.84% African American , 1.19% Native American , 0.70% Asian , 0.09% Pacific Islander , 13.67% Other Ethnicity, and 3.63% Mixed Race . 24.49% are Latinos of any race.
