The Comando Operativo di vertice Interforze ( COI ; German  " Supreme Armed Forces Operations Command " ) is the operational command of the armed forces of Italy . It is based at the Rome-Centocelle military airfield . The COI reports directly to the Chief of Staff of the Armed Forces. It plans and conducts operations for Italian armed forces.

While the general staffs of the army , navy and air force are primarily responsible for the operational readiness of their subordinate units, the general staff of the armed forces is responsible for overall military planning and joint operations management. The Chief of General Staff uses the COI to plan, prepare, conduct, support and follow up on joint and combined military operations. In particular, it takes on the management of military contingents on missions abroad, or their supervision and support, provided that these contingents are subordinate to international staff. In addition, there is the management of joint armed forces exercises at home and abroad and, if necessary, the management of operations at home, particularly in the event of disasters or other emergencies.

In addition, the COI is also involved in the overall planning and further development of the armed forces, particularly with regard to operational doctrine.

At the head of the COI is a three-star general / admiral with his deputy and a chief of staff . The staff departments were originally divided into three and later two groups: Operations and Support. In addition, there is the relocatable Joint Force Headquarters (ITA-JFHQ) and an Operations Headquarters (OHQ) of the EU .

In addition to the personnel of the three branches mentioned, Carabinieri are also represented in the COI. Military units of the armed forces (force providers) , including the Carabinieri and units of other organizations, are subordinate to the COI depending on the situation and needs.

In the telecommunications sector, the COI has, among other things, the SICRAL satellite center in Vigna di Valle near Rome.

The Comando interforze per le Operazioni delle Forze Speciali (COFS) is also located at the COI in Rome-Centocelle . The COFS is also directly subordinate to the Chief of Staff and takes on basic tasks in the area of special units and, together with the COI, also their operational management.

history

The COI was created on the basis of Law No. 25 of February 18, 1997, which placed the Chiefs of Staff of the Armed Forces under the Chief of Staff of the Armed Forces. The latter was previously only primus inter pares . The personnel and material development of the COI began on August 13, 1997, initially in the Città militare of Cecchignola in the south of Rome . On March 18, 1998, the first agency was formally established, and from December 10, 1998 the first operational management responsibility was transferred. The COI was fully operational on November 1, 1999. Over the years, it has led numerous operations, missions and exercises at home and abroad. The Joint Force Headquarters was deployed after severe earthquakes in Abruzzo and Haiti , among other things .
