The Communauté de communes des Collines du Léman is a former French association of communes with the legal form of a Communauté de communes in the Haute-Savoie department , whose administrative seat was in the town of Perrignier . Its seven member communities connected to the south of the city of Thonon and comprised a section of the Bas-Chablais, a foreland characterized by hills (French: collines ) and depressions between Lake Geneva and the actual mountain ranges of the Chablais . In the east, the community association reached as far as the Dranse and the mountain range of Mont Forchat ( 1539 m ) and Mont d'Hermone ( 1413 m ).
tasks
The competencies required included the development and promotion of economic activities and tourism as well as spatial planning based on a Schéma de Cohérence Territoriale . The community association determined the housing construction policy and operated the sewage disposal as well as the garbage collection and disposal.
Historical development
The community association was founded in December 2003. As part of the coercive measures provided for in Law 2010-1563 of December 16, 2010, the Prefect of Haute-Savoie ordered in October 2013 that Thonon had to join an association of communes, the Communauté de communes des Collines du Léman. Both their council of members as well as the city council of Thonon rejected this merger and successfully sued against it before the French constitutional court .
With effect from January 1, 2017, the community association merged with the Communauté de communes du Bas-Chablais and thus formed the successor organization Thonon Agglomération with the involvement of the city of Thonon-les-Bains .
