17th May 2014 | Jorge Herrera Morocho | The government of Rafael Correa tried to displace CONAIE from its traditional location in Quito. In December 2014, CONAIE declared, as expressed by its President Jorge Herrera, the CONAIE Central Offices to the Herencia y continuidad histórica que construimos los pueblos originarios (Heritage of Indigenous Peoples and Nations). With initiatives in the legal framework of the heritage of indigenous peoples and nations, CONAIE took action against exploitation projects that had profound effects and destroyed livelihoods. | Rafael Correa | |

history
CONAIE was founded on November 16, 1986 by representatives of grassroots communities and Indian organizations at the regional level. The main goal was to unite the organizations that had previously been fighting individually in one association and to pool their historical claims against the Ecuadorian state.
On the night of April 2nd to 3rd, 2011, Humberto Cholango was elected chairman of the all-Ecuadorian indigenous association CONAIE at a delegates' meeting in Puyo ( Pastaza province ), receiving 472 votes out of 1,050 delegates, ahead of Auki Tituaña from Cotacachi (353 votes) and the Shuar Pepe Acacho (205 votes).
aims
The individual goals of CONAIE are:
- Giving the indigenous movement a political direction in order to achieve economic, socio-cultural and political equality.
- to promote and consolidate the organizational process of indigenous nationalities and organizations.
- to regain and defend the land of the indigenous nationalities and to fight for the right to self-determination of the peoples.
- to defend the integrity of the indigenous nationalities and to watch over their unity.
- to represent the indigenous nationalities vis-à-vis the state and its governments as well as national and international development organizations
- to create mechanisms of understanding between the indigenous nationalities and organizations of Ecuador by regaining history, culture and traditions
- defend, save and develop the cultures of indigenous nationalities.
- Promote international relations through a policy of support, cooperation, respect and solidarity among peoples.
Represented indigenous nationalities
CONAIE represents the following indigenous nationalities, which together make up around 45% of the approximately 11 million inhabitants of Ecuador:
Represented associations
As an umbrella organization, CONAIE consists of three regional organizations that are themselves umbrella organizations of local organizations:
- CONFENIAE (Confederación de Nacionalidades Indígenas de la Amazonía Ecuatoriana) represents Amazonian Indian organizations : FOISE, OINCE, OISSE, FCUNAE, FOIN, OPIP, ONHAE, FICSHA and FIPSE.
- ECUARUNARI (Ecuador Runakunapak Rikcharimuy) primarily represents organizations of the Kichwa in the highlands: FICI, PIRR, MIC, MIT, FECAB, FRYH, MICH, FOICH, UPCCC, UNASAY, CIOIS, UOCE and AMAB QUIJAT.
- CONAICE (Coordinadora de Nacionalidades Indígenas de la Costa Ecuatoriana) represents Indian organizations on the coast: FECCHE, EPERA, FCG, GTS and FCA.
organs
The organs of CONAIE are:
- the congress (Congreso) , which meets every three years, plans actions, passes resolutions and elects the association's management.
- the assembly (Asamblea) , which meets every six months to assess the work of the association management.
- Consultative Council (Consejo Consultivo) .
- Council of Directors (Consejo Directivo) .
Participation in development cooperation
In the fight against the contamination of the indigenous territories by oil production, the indigenous movement was z. B. supported by Medicus Mundi and the Institute of Hygiene and Tropical Medicine at the University of London . The German Federal Ministry for Economic Cooperation and Development and the German Society for Technical Cooperation (GTZ) support the establishment of structures for intercultural bilingual education in schools.
The CONAIE accuses World Bank projects of “being exclusively a political aid to the establishment of control mechanisms within the indigenous movement and of not having brought about any development of the indigenous peoples”. In July 2005, the CONAIE decided against further cooperation (particularly with regard to the PRODEPINE II project ) and accused the World Bank and the IMF of exterminating indigenous cultures.
