For the Copa Popular all clubs of the Liga de Fútbol de Primera División 2013/14 , as well as five teams of the second-rate Liga de Ascenso-Segunda División 2013/14 qualified for the relegated team . First, the sixteen participating clubs were divided into four groups according to geographical criteria, with three first division teams and one second division team per group.
