The DB Regio Rheinland GmbH was a 2003 under the name DB Heidekrautbahn GmbH was founded in Potsdam subsidiary of DB Regio . The company was merged with DB Regio NRW in August 2011 .

Company history

The DB Heidekrautbahn was originally founded with the aim of winning the tender for the so-called Heidekrautbahn in Brandenburg . After the tender could not be won, the company was suspended for three years.

The DB Heidekrautbahn was reactivated in 2007 in order to participate in the tender for the Rhein-Sieg-Express in North Rhine-Westphalia . On April 21, 2008 it was announced that the DB Heidekrautbahn had been awarded the contract. The company was able to prevail against two competitors: Westigo , a subsidiary of the Kölner Verkehrsbetriebe, founded specifically for this purpose in 2006 , and Trans Regio , a company of the Düsseldorf Rheinbahn and the French Eurailco , which is already active in Rhineland-Palatinate . The rail subsidiary DB Regio NRW , which is actually responsible for the operation of local trains in NRW, decided not to participate in favor of its sister company. The route was to be operated by Bombardier Talent 2 multiple units . A total of 15 Talent 2 multiple units were ordered from the manufacturer Bombardier . In addition, 8 double-deck cars were ordered and 3 class 120 locomotives were taken over by DB Fernverkehr .

The company had also applied for the tender for the Frankfurt (Main) - Wiesbaden - Koblenz line on the right bank of the Rhine , but was defeated by VIAS , a company of the Frankfurt municipal utilities and the Rurtalbahn .

In the tender for the Regio-S-Bahn Bremen / Lower Saxony , DB filed an objection to the award decision in favor of the tariff-bound NordWestBahn , since the NWB could not be expected to comply with tariff compliance, and announced that the network would be operated by DB Heidekrautbahn want. The procurement chamber in Lüneburg decided in May 2008 that the award decision should be annulled due to a ruling by the European Court of Justice on the procurement law of Lower Saxony. Against this decision of the public procurement tribunal, the LNVG lodged an appeal with the Higher Regional Court of Celle. After negotiations before the Senate of the Higher Regional Court on July 15, 2008, the latter advised DB Regio AG to withdraw its application. On July 25, 2008, Deutsche Bahn AG announced that it would withdraw its request for review. The contract for the expansion and operation of the regional S-Bahn network from 2010 went to Nordwestbahn and definitely not to DB Heidekrautbahn.

In December 2008, the DB Heidekrautbahn was renamed DB Regio Rheinland and the company's headquarters were relocated from Potsdam to Cologne in order to emphasize the relationship to the Rhineland, in which the company is active.

On March 23, 2011, DB Regio Rheinland was awarded the contract in the second tender for the Cologne diesel network with a total of seven routes. DB Regio Rheinland should have taken over operations for 20 years in December 2013.

In August 2011, the company was then incorporated into the DB Regio NRW. The operation of the Rhein-Sieg-Express was therefore taken over again by the DB Regio NRW, the contract for the operation of the Cologne diesel network also goes to DB Regio NRW. Therefore, it has been operating since December 2013.

Due to the delays in the delivery of the new Talent 2 multiple units that had been ordered, double-deck coaches with a class 111 locomotive continued to be used instead . For better acceleration, the trains were mostly run as a sandwich with 2 locomotives (each front and rear). The start date of the new multiple units was open until the end, so that they were never used under DB Regio Rheinland.

Even before the planned start of operations in December 2013, DB Regio Rheinland was merged with DB Regio NRW in August 2011.

criticism

Critics (including the union of German locomotive drivers ) saw DB Regio Rheinland mainly as an attempt by DB to circumvent existing collective agreements and to operate wage dumping. At a works meeting, around 180 employees of DB Regio NRW were asked to switch to what was then DB Heidekrautbahn, although the company did not yet have a collective agreement. The unions accuse Deutsche Bahn of wanting to pay around 20% lower wages than is usual in the group.
