Data Ethics Committee

The Data Ethics Commission (DEK) is a body in the field of digital policy .

The body was set up by the German federal government in summer 2018 . On the basis of scientific and technical expertise, this commission is to develop ethical guidelines for the protection of the individual, the preservation of social coexistence and the safeguarding of prosperity in the information age . By the summer of 2019, the commission, led by the Federal Ministry of the Interior, Building and Home Affairs and the Federal Ministry of Justice and Consumer Protection, is to propose a development framework for data policy, the use of algorithms , artificial intelligence and digital innovations, as well as recommendations for action and possible regulation.

The first meeting of the data ethics committee took place on September 5, 2018 in Berlin. The federal government has formulated key questions for the data ethics commission.

Meetings

The data ethics committee usually meets non-publicly in monthly meetings in the Federal Ministry of Justice and for Consumer Protection or in the Federal Ministry of the Interior, for Building and Home Affairs. Public meetings are planned to involve the public. Public meetings took place on February 7th and May 9th, 2019.

Intermediate results

In autumn 2018, the Data Ethics Commission presented recommendations for the Federal Government's Artificial Intelligence strategy and for a participatory development of the electronic patient record (EPR). At the Re: publica in May 2019, the two chairmen of the data ethics committee reported on their work and the data policy of the future.

Final report

On October 23, 2019, the data ethics committee presented a comprehensive report at the end of its work, which was reported in the press.

The DEK gives a total of 75 recommendations on data use (rights and obligations) as well as on the design and regulation of algorithmic systems.

Reactions

The reactions of associations and politics range from "overdue signposts" for some to "innovation brakes" for others.

Other digital political bodies

In addition to the Data Ethics Commission, further network policy bodies were set up and political declarations of intent were issued in 2018:

  • In June 2018, the Federal Parliament's Artificial Intelligence Enquete Commission was set up.
  • In July 2018, the key points for dealing with so-called artificial intelligence were announced. The federal government is therefore pursuing a so-called AI strategy . The results of the work of the data ethics committee, which is scheduled for a year, should be taken into account.
  • In August 2018, a digital council was set up at the federal level .
  • Also in August 2018, the Hessian state government set up a so-called Council for Digital Ethics.
