The Digital Council was set up by the Federal Government of Merkel on August 22, 2018. Its purpose is to advise the federal government on digitization and shaping the digital transformation of society. According to the German government, the members of the council should "take a critical look at the technological developments of the digital revolution and drive the government with uncomfortable questions".

The Chair of the Digital Council, Katrin Suder, stated on March 28, 2019 that the body could most likely bring about changes at work behind closed doors: "We do not act above and in public." The Cologne journalism professor Marlis Prinzing , against the background of the media impact of Youtuber Rezo , demands that a committee of experts such as the Digital Council should not least be the impetus for urgent public debates.

As early as 2010, the 17th German Bundestag set up the Internet and Digital Society Enquete Commission , which was supposed to examine the effects of the Internet on politics, economy and society and to develop recommendations for parliament . In 2017, the state government of Lower Saxony , chaired by Prime Minister Stephan Weil, set up a digital council.

The then chairman of the CDU / CSU parliamentary group, Volker Kauder , called for a national digital council to be set up at the beginning of 2018.

The second meeting of the Digital Council on November 13, 2018 focused on the subject of e-government and the digital state.

The subject of the third meeting of the Digital Council on March 28, 2019 was the question of how large amounts of data ( big data ) can be used for the benefit of society without violating personal rights.

In the Ministry of Defense one was on May 16, 2019 Digitalrat BMVg furnished.

The fourth meeting of the Digital Council on June 12, 2019 focused on the digitization of the world of work.

In spring 2017 a digitization advisory board was set up in Sweden. In Switzerland, on June 19, 2019, a motion was submitted to the National Council by Corrado Pardini and taken over by Min Li Marti .

The nine-member committee (as of September 2019) made up of administrative experts, scientists and entrepreneurs, which will meet twice a year, consists of the following people:

Bitkom President Achim Berg welcomes the fact that the federal government is looking for external advice and is relying on experts from science and practice. But he sees implementation problems in Germany above all. For Springer Professional Editor-in-Chief Sven Eisenkrämer, the lack of digital sovereignty as the basis for digitization is the central problem in Germany. He calls for doers instead of consultants.

DGB board member Annelie Buntenbach complains about the lack of representatives from the world of work. The managing director of the German Cultural Council , Olaf Zimmermann, criticizes the fact that the voice of civil society is left out. The Protestant Sunday paper complains about the lack of important voices and arguments from non-governmental organizations , churches and citizens' groups .

Konstantin von Notz and Tabea Rößler from Bündnis 90 / Die Grünen want to support the work of the Digital Council constructively, but warn against using the council as a fig leaf for a lack of regulation of digital change. The digital policy spokesman for the FDP parliamentary group, Manuel Höferlin, sees the establishment of the digital council as a diversionary maneuver for the federal government.

Linus Neumann , spokesman for the Chaos Computer Club , sees the chance that the interests of medium-sized businesses and rural regions in Germany could be better represented through the economic character of the digital council.

The Federal Association of IT Users Voice criticizes the establishment of the Digital Council as a "free-floating" advisory body and calls for the leadership of a federal ministry.

The need for a digital council has also developed in business. With a digital council or digital advisory board, the supervisory board intends to gain more digital competence and thus to meet the challenges of digital transformation.
