The Dimitris Tsatsos Institute for European Constitutional Studies (DTIEV) is a joint academic institution of the Faculty of Law and the Faculty of Cultural and Social Sciences at the FernUniversität in Hagen . The institution founded in April 2003 as the “Institute for European Constitutional Studies (IEV)” was named after him in April 2010 after the death of the initiator, founding member and later honorary director of the IEV, the Greek lawyer Dimitris Tsatsos .

The interdisciplinary institute is supported by law , political science and history at the FernUniversität Hagen. Its task is to accompany the integrative constitutional development of Europe in an interdisciplinary manner. The DTIEV is used for scientific research in the field of constitutional sciences. It is intended to examine the historical and current development of national and European constitutional law , to analyze constitutional approaches in theory and practice in a comparative way and to develop solutions for practical constitutional problems. The aim is to establish contact between science and politics. The results of the research are incorporated into teaching at the Distance University in Hagen.

The tasks set by the DTIEV include:

  • Documentation and evaluation of the historical, political and legal sources of the constitutional orders in Europe;
  • Documentation of the history of a European constitution and its implementation efforts;
  • Comparative research on the origin, status, effects and rhetoric of national and European constitutional law;
  • Contribution to the development of the European constitutional discussion through own publications;
  • Promotion of the internal scientific exchange and the exchange with practice.

The DTIEV aims to collaborate with other national and international research institutions within the scope of its tasks. It is represented in the European Constitutional Law Network (ECLN).

Board of Directors, Board of Directors and Board of Trustees

The institute is managed by a board of directors, a board of directors and a board of trustees. The constitutional lawyer Andreas Haratsch (Hagen) has been the director since December 2017 . The founding director was the historian Peter Brandt (Hagen / Berlin) from 2003 to 2017 and has been honorary director since then. Deputy director has been Peter Schiffauer (Hagen / Breslau) since 2017 .

In addition to the board members, the board includes the political scientists Arthur Benz (Darmstadt) and Viktoria Kaina (Hagen), the lawyers Jörg Ennuschat and Stefan Huster (both Bochum), the historians Ewald Grothe (Wuppertal) and Arthur Schlegelmilch (Hagen) and a total of three representatives of employees and students.

The board of trustees includes almost thirty scientists and politicians. In the past they included Hans-Dietrich Genscher , Peter Glotz and Guido Westerwelle . The chairman of the board of trustees is Christine Landfried (Hamburg); their deputies are Ulrich Battis (Berlin) and Manfred Stelzer (Vienna).

The main project since 2004 has been the four-volume handbook on European constitutional history in the 19th century with accompanying source CD-ROMs (two volumes have been published so far). In 2010 a handbook on the European Constitution was published under the title The Basic Union . In addition, individual texts are published under DTIEV-online - Hagener online contributions on European constitutional studies.

The institute publishes a series of publications in which 19 volumes have so far appeared, mainly anthologies with the proceeds from the symposia.

Prize winner 2016: Giorgio Napolitano (2006)

In 2012, the DTIEV, in cooperation with the Center for European Constitutional Law (CECL, Themistokles and Dimitris Tsatsos Foundation) in Athens launched the "Dimitris Tsatsos Prize for Outstanding Achievement in the Field of European Constitutional Studies", which was awarded in the Usually awarded every two years.
