Jack Quinn used to work as a secret agent for the US government. Now retired and living in the south of France with his pregnant wife Kathryn, Quinn is asked to take on the case of the terrorist Stavros, which he previously fought.

Quinn goes to Antwerp , where he meets the arms dealer Yaz. Quinn and his agents set up a trap for Stavros, who spends time with his girlfriend and son at an amusement park. However, Quinn does not shoot Stavros because his son is in the line of fire. Nevertheless, there is a shootout in which some agents are shot by the terrorist's helpers. Stavros' girlfriend and his son are also killed. Stavros flees and swears vengeance.

The injured Quinn is taken to a secret hospital facility known as The Colony . He escapes in a spectacular manner when he learns that Kathryn has been kidnapped by Stavros. She is being brought to Rome . Stavros wants to kill her after the child is born and raise the child as his own.

Yaz is the only person who can bring Quinn to the terrorist. He offers to help Quinn when he learns of the kidnapping.

With the help of gangsters, the two manage to find Stavros. Finally, there is a showdown in the Colosseum in Rome, in which the villain is killed by a mine that he himself placed. Quinn and his entourage manage to stay unharmed by hiding behind a vending machine.

James Berardinelli described the film on ReelViews as "loud", "boisterous" and "pointless". The film doesn't take itself very seriously. The viewer's reaction would depend on whether they liked "harrowing" action films. He was definitely not going to sleep.

Roger Ebert wrote in the Chicago Sun-Times on April 4, 1997 that the film was one of the “most absurd” films ever made, which he was not at all critical of. The film is a “typical international action thriller” with “as few dialogues as possible” and a simple structure. Ebert praised the performance of Dennis Rodman.

The lexicon of international films wrote: “A ready-made action film that compensates for the characters' lack of charisma with ironic dangling and a pace that is familiar from popular Hong Kong action films. In some scenes too speculative and thoughtless. "
