Douglas Albert Vivian Allen, Baron Croham GCB , FRSA (born December 15, 1917 in Wallington , Surrey , † September 11, 2011 in Croydon ) was a British politician , civil servant and life peer .

life and career

Allen was born on December 15, 1917 to Albert John Allen and Elsie Maria Davies. The father fell in World War I when Douglas Allen was one year old. He attended Wallington County Grammar School in Wallington , Surrey and the London School of Economics (LSE), where he in 1938 with a Bachelor of Science degree in the subject Economics ( Economics graduate). During the Second World War he served from 1940 to 1945 in the British Army with the AA Command Royal Artillery , where he was promoted to captain .

After entering the British civil service ( Her Majesty's Civil Service ) Allen worked from 1939 to 1947 on the Board of Trade ; he was there from 1939 Deputy Ministerialrat ( Assistant Principal ), then from 1945 Ministerialrat ( Principal ). In 1947 he worked for the Cabinet Office and from 1948 to 1958 in the British Treasury ( Her Majesty's Treasury ). In 1958 he became State Secretary ( Under-Secretary ) in the Ministry of Health and remained so until 1960 when he moved back to the Ministry of Finance. He became Third Secretary in 1962 and Permanent Under-Secretary in 1966 ; from 1964 to 1968 he worked for the Department of Economic Affairs as Deputy Under-Secretary . Allen was Permanent Secretary in the British Treasury from 1968 to 1974 . From 1974 to 1977 he was the Permanent Secretary in the Civil Service Department ; In this function, he was Head of Civil Home Service ( Head of the Home Civil Service ).

From 1978 to 1983 he was an industrial advisor to the Governor of the Bank of England . In this function, Allen submitted, among other things, a draft in 1979 for the revision of the management structures and division of responsibilities of the Bank of England. The Archives of the Bank of England count Croham's treatise among the key documents in the history of the Bank of England and have published the original on the official website. Allen was a non-executive director of Pilkington Group Limited , a UK company active in the glass industry , from 1978 to 1992 and director of the Irish merchant bank Guinness Mahon & Co Ltd from 1989 to 1992 .

Membership in the House of Lords

It was on February 8, 1978 Life peer as Baron Croham , of the London Borough of Croydon, was appointed. In the House of Lords , he sat as CROSSBENCHER . He gave his inaugural address on July 18, 1978.

At the OECD , Allen was from 1972 to 1977 Chairman ( Chair ) of the Economic Policy Committee ( Economic Policy Committee ). Was all President of the Institute for Fiscal Studies (IFS) from 1978 to 1992 and the British Institute of Energy Economics from 1986 to 1994. He was chairman ( chairman ) of the British National Oil Corporation (BNOC) 1982-1986 (from 1978 to 1982 Vice Chairman [ Deputy Chairman ]), by the Guinness Peat Group plc from 1982 to 1987 and the Trinity Insurance Ltd 1987-1992.

In the Anglo-German Foundation he worked from 1982 to 1997 he was Chairman ( Chairman ), where it is since 1977 member of the Trusteeship Council ( trustee ). From 1977 to 2004 he was Governor of the London School of Economics and of the Wallington County Grammar School from 1993 to 2003.

Allen is a member of the First Division Association (FDA). He is also a member of the Institute of Directors and Companion of the British Institute of Management . He is a Council Member of the Institute for Fiscal Studies and an Institute Governor of the National Institute for Economic and Social Research .

Working in public

In 1977 the so-called Croham Directive was introduced by the Labor government. This promised the publication of background papers on the making of political decisions. As much background information as possible should be made available to the public in order to make the political decision-making process more transparent. However, very little background material has been published. Allen later spoke out in favor of a Freedom of Information Act .

From 1985 to 1987 he was Chairman ( Chairman ) of Croham-Committee . In March 1987, Croham submitted the so-called Croham Report . The Croham Committee set up by the British government had examined the constitutional role and position of the University Grants Committee , which, on behalf of the government, directed the distribution of financial grants to the universities . Croham recommended reform of the University Grants Committee . This should be retained as an independent body; however, the number of its members should be reduced and half of the members should not come from university circles.

In the early 1990s he wrote a contribution to the economic and financial monograph The Legacy of the golden age: the 1960s and their economic consequences . In 2001 he was one of a number of personalities who opposed the introduction of the euro in Great Britain for economic reasons.

In March 1998, he attended Sir James Dunnett's funeral . In March 2003 he attended the memorial service for Lord Jenkins of Hillhead . Allen attended Lord Weatherill's memorial service in October 2007 . In October 2008, Allen attended the memorial service for Lord Hunt of Tanworth .

Honors

Was all a Fellow of the Royal Society of Arts and received in 1977 by the University of Southampton , the honorary degree as Doctor of Social Science (DSocSc).

In 1963 he was named Companion of the Order of the Bath (CB), in 1967 Knight Commander (KCB) and in 1973 Knight Grand Cross (GCB).

family

Allen was married to Sybil Eileen Allegro from August 16, 1941 until her death in 1994. They had two sons and a daughter.
