Elmakaşı (Kurd. Poxterîs ) is a village in the Pertek district of the Turkish province of Tunceli . Elmakaşı is located in a high valley at an altitude of 1,370 meters above sea level, about 34 kilometers north of Pertek in the north of the Keban reservoir . Elmakaşı belongs to the Bucak Dere .

The original name of the village is given by the land registry as "Puhateris". The linguist Sevan Nişanyan transcribes the previous name as Pohteris. This name is of Armenian origin.

In 1985 Elmakaşı lived 360 people. For 2011 the TÜIK indicates 125 inhabitants for the village.

Elmakaşı has a drinking water supply point, but does not have a sewer system. The village school is closed. An unpaved road leads to the village. The main source of income is keeping small animals. Elmakaşı was originally inhabited by Armenians.
