Jeff Powers, a policeman, has joined the Los Angeles Police Department . He is very ambitious in completing his first arrests and tasks at the police headquarters. Soon he is asked by his colleague and old acquaintance Dan Vaughn to join the secret group SIS of very well trained police officers who arrest and punish drug barons , arms dealers, rapists and similar felons in unlawful vigilante justice . The group sees its top priority in catching the criminals in the act: the police become aware of an impending crime and do not prevent it, but at least let it happen initially, only to then stop the perpetrators and punish them on the spot . Mostly it boils down to their liquidation.

Jeff joins in first, but is increasingly disgusted by the extremely brutal missions, which often get out of hand and end in bloodbaths, in which numerous bystanders are also harmed. He receives additional pressure from his friend Kelly, who is a police reporter and gets wind of the existence of the SIS and the involvement of her boyfriend in its illegal operations. Jeff had to cover Dan, who is characterized by his particular ruthlessness, years ago, which he now regrets. The tension between the two men increases with every effort. Then Jeff catches Dan setting a trap for an underage criminal who annoys him and shoots him. Jeff now finally breaks away from the group and goes to court against Dan. There is a fight between the men in Dan's house, which is only stopped by Kelly rushing up.

The story should be based on actual circumstances. In the end credits of the film, it is stated that Jeff Powers is supposed to work undercover for an internal reconnaissance unit of the police, Dan Vaughn was later killed in one of the notorious vigilante raids and that the SIS should still exist.

The film was released after its cinema premiere on February 10, 1993 in an FSK-16 version shortened by three minutes and an FSK-18 version that was also, if only slightly, cut. The output of Screen Power on VHS is completely unabridged.

The film was unindexed in June 2019.
