The Federation of Islamic Organizations in Europe , actually "Federation of Islamic Organizations in Europe" (FIOE) is an umbrella organization of Islamic organizations from European countries that is part of the international movement of the Muslim Brotherhood .

Founded in 1989, FIOE is based in Markfield, Leicestershire, UK under the umbrella of the Islamic Foundation , a foundation affiliated with Maududi's Islamist Jamaat-e-Islami . The first General Secretary was Salah El-Din El Gafrawi , then President of the Islamic Council in Germany . In 1992 the FIOE was at the establishment of the " Institut Européen des Sciences Humaines " (IESH) near Château-Chinon (Burgundy, France) and similar institutes in St. Denis (near Paris, France) and Highmead (near Llanybydder, West Wales, UK).

In 1996, on the initiative of the FIOE, the “ European Council for Fatwa and Research ” (ECFR) was founded, chaired by Yusuf al-Qaradawi . In the same year the FIOE also founded the Forum of European Muslim Youth and Student Organizations (FEMYSO) with the World Assembly of Muslim Youth (WAMY) and Islamic youth organizations from various European countries .

The organization publishes the monthly magazine "Al-Europiya", previously (1997) the Arabic-language publication "Sawt Uruba" ("The Voice of Europe"). The editor Ali Abu Shwaima is Imam of the Islamic Center in Milan.

The chairman of the FIOE is Chakib ben Makhlouf, who replaced Ahmed al-Rawi. Secretary General is Emad Al-Banani; Ibrahim El-Zayat is the board member responsible for “Relations” .

On November 15, 2014, the Cabinet of the United Arab Emirates published a list of 83 Islamic terrorist organizations, including the Federation of Islamic Organizations in Europe.

Charter for Muslims in Europe

The FIOE has been discussing a “Charter for Europe” since 2000 and, from 2002, has been working on a French draft, with significant influence from the ECFR. In 2002, a controversial “Islamic Charter” was published by the Central Council of Muslims in Germany . In September 2006 the FIOE published the "Charter for Muslims in Europe" signed by its member organizations. According to Secretary General Al-Banani, the charter resembles a binding constitution for Muslims in Europe, which regulates intra-Islamic relations as well as relations between Muslims and their European societies. He expected the charter to be a turning point in relations between Europe and its Muslims.

However, the text was largely ignored by the European public and even on the Islamonline website founded by Qaradawi, it was rejected as monological and remote from life.

In December 2006 a “Proposal for a Charter for Understanding Muslims” with opposing emphases and demands on Muslim organizations was formulated and submitted to the European Parliament. This too met with little interest from the European public.

Another attempt by the FIOE to bring the Charter to the European public was its signature in Brussels on January 10th, 2008 by “more than 400 Muslim organizations from Europe”. In a second phase, “non-Muslim organizations” should then sign the charter. An expert questioned by the newspaper Le Soir described it as a non- event , as little promising lobbyism by the FIOE, which was influenced by the Muslim Brotherhood.

The organization is to finance an annual budget of around 400,000 euros. In 1996 the FIOE set up the “European Trust”, a foundation that also awarded grants for Islamic educational institutions. It is estimated that two-thirds of the funding donations come from the Gulf region. FIOE functionary El-Zayat is a board member of the "European Trust" and Germany representative of the financially strong Saudi WAMY. Following research by the British Commission for Aid Organizations in 2004, the European Trust changed its public statements on connections with the FIOE and is now presenting itself as independent. In Switzerland, an employee of the FIOE illegally received CHF 2,429 instead of CHF 3,500 per month using false pay slips Social assistance totaling 81,353 francs.
