from Wikipedia, the free encyclopedia

Ibrahim Farouk El-Zayat ( Arabic إبراهيم فاروق الزيات, DMG Ibrāhīm Fārūq az-Zayyāt ; *  1968 in Marburg ) is a German functionary of Islamic organizations in Europe.

Life

Ibrahim El-Zayat is the son of the Egyptian Imam Farouk El-Zayat and a German from East Prussia . He grew up in Marburg , where he attended the Martin Luther School (grammar school) until 1987 . He then studied industrial engineering, law and economics in Darmstadt, Marburg and Cologne. His diploma thesis dealt with the “critical appraisal of concepts of an Islamic economic order”.

Ibrahim El-Zayat is married to Sabiha El-Zayat-Erbakan and has four daughters. His wife is the sister of IGMG -Funktionärs Mehmet Sabri Erbakan .

He is one of the signatories of the Amman Message ( Amman Message ).

Offices and activity

From his earliest youth, El-Zayat was active in various youth institutions and temporarily for the RCDS deputy AStA chairman in Darmstadt. He was national chairman for many years and then a member of the board of the “ Muslim Student Association in Germany ” (MSV).

At European level, El-Zayat was co-founder in 1996 and chairman of the Forum of European Muslim Youth and Student Organizations (FEMYSO) until 2002 . He also sits on the board of the Federation of Islamic Organizations in Europe (FIOE), the founder of the European Council for Fatwa and Research (ECFR), chaired by the leading Islamist clergyman Yusuf al-Qaradawi , and on the board of his 1995 co-founded Society of Muslim Social and Humanities Scientists V. (GMSG) in Cologne. In 1997 he became chairman of the Islamic Center Cologne e. V. (IZK). El-Zayat is also on the board of the Muslim aid organization " Islamic Relief Germany " in Cologne and Berlin and "Trustee" (trustee) of "Islamic Relief Worldwide" in Birmingham (UK). In 2000, El-Zayat was presented as a European advisor to the Islamic Organization for Education, Science and Culture (ISESCO) and “Trustee” of the “ Institut Européen des Sciences Humaines ” (IESH) at Chateau-Chinon / France. In 2006 he took part in a conference organized by the European Jewish Community Center in Brussels in the European Parliament, which dealt with the consequences of the Danish cartoon dispute. For years El-Zayat was the European representative of the financially strong World Assembly of Muslim Youth (WAMY), which is close to the Saudi Arabian government. In the umbrella organization of the Islamic Council in Germany (IKD) created by Saudi Arabia in 1989 , he held a top position as general secretary.

El-Zayat took over the chairmanship of the Islamic Community in Germany (IGD) from Ali Ghaleb Himmat , who stepped down from chairmanship in November 2001 after 28 years due to his direct links to the Al-Taqwa financial network.

In the election for the chairmanship of the Central Council of Muslims (ZMD) on February 4, 2001, El-Zayat was narrowly defeated by Ayyub Axel Koehler .

El-Zayat has been President of the IGD since February 2002 and was confirmed in office for another four years in 2006. In January 2010, he ran for election due to statutory provisions that no longer provide for a maximum number of two legislative periods. His successor in office is Samir Falah.

As the general representative of the European Mosque Construction and Support Association (EMUG), El-Zayat manages the approximately 300 Milli Görüş mosques in Germany. He is also secretary of the foundation “Nederlandse Moskeeenbouw - en Ondersteunings Gemeenschap”, founded in 1996, which manages the property of the Dutch Milli Görüs. In 1997 El-Zayat founded the company "SLM Liegenschaftsmanagement Gesellschaft für Finanzvermittlung und Consulting mbH", which buys land for mosque buildings and advises mosque associations on how to obtain building permits and financing. In addition, he works as a broker in the purchase and sale of office and commercial properties for private investors from Arab countries.

He is a member of the European Muslim Network (EMN).

Mosque construction projects

El-Zayat's company is said to have been involved in around 100 mosque construction projects in the past and is said to have worked on around 30 projects in 2007. The EMUG was involved in the construction of the mosque in Bretzenheim near Mainz, the mosque on the Gräselberg near Wiesbaden and the mosque in Freising .

El-Zayat was appointed managing director of SLM Liegenschaftsmanagement GmbH from the association “ Inssan e. V. ”commissioned with the large-scale project of an Islamic cultural center in Berlin. As a representative of the “European Trust”, he acquired a 2,600 square meter property in Pflügerstrasse in Neukölln for 370,000 euros from European and Arab sources in March 2002 and also has an option for a neighboring property. The Islamic cultural center with mosque, library, conference and seminar rooms, youth center, school, swimming pool, apartments and shops should have an area of more than 8,000 square meters on six floors. The Senate Department for Urban Development of the Senate of Berlin announced in a press release in relation to a decision by the Administrative Court of Berlin that it had spoken out against the project at the planned location, as "its size should not be built in a residential area." In addition to the building law concerns, the building councilor of Neukölln, Stefanie Vogelsang , had also expressed skepticism about the content-related independence of the cultural center from its financial sponsors: “Name someone, give me someone who will give me 15-20 million and no conditions I go to him immediately. ”The Berlin Administrative Court confirmed the refusal of the building permit in June 2007.

In July 2007, plans became public that a culture and mosque complex, half the size of 4,800 square meters, for 700 prayers should be built in the Mierendorff neighborhood in Berlin-Charlottenburg . Inssan intends to raise a third of the 2.9 million euro land price from donations collected in Germany, with the remainder being promised by sponsors from Arab countries.

El-Zayat is also involved in the construction of mosques in other European countries. Since 1994 the Millî Görüş tried unsuccessfully in Amsterdam to obtain a mosque building permit for the “Westermoskee” (Western Mosque) on a plot of 2000 square meters. Finally, the Amsterdam municipality met de baarsjes , the housing association "Woningbouwvereniging Het Oosten" and the North Dutch Milli Görüş under its liberal and integrationist Chairman Haci Karacaer a compromise on urban development plan changes and the "financial, legal and mental" independence of the new mosque of the conservative Millî -Görüş Germany headquarters in Kerpen . The construction of the mosque, which began in early 2006, came to a standstill at the end of 2006 due to internal conflicts among the Milli Görüş and the loss of confidence in the housing association. In January 2007 it became known that in a secret contract from November 2005, signed by El-Zayat (EMUG managing director) and Yavuz Çelik Karahan (EMUG chairman), the German Milli Görüş had already come to power in Cologne. In May 2007, the Milli Görüş boss Fatih Üçler Dağ, who was appointed under pressure from Kerpen, threatened to call for a “non-violent uprising” by all Turks in Europe against the Amsterdam community on the Al-Jazeera television channel .

Links to the Muslim Brotherhood

The Ministry of the Interior of the State of North Rhine-Westphalia found that El-Zayat's connections “secretly reach through personal contacts with functionaries and joint projects in the area of Islamic extremist organizations of Muslims of Arabic and Turkish origin, as well as to an Islamic aid organization that is suspected to support Islamist terrorism. ”On March 19, 2004, El-Zayat was named on the Yusuf al-Qaradawi website“ www.islam-online.net ”as a representative of the Muslim Brotherhood in Germany.

In April 2005, El-Zayat sued Kristina Schröder , member of the Bundestag , because she called him a “Muslim Brotherhood official” in connection with an invitation to give a lecture. The action was dismissed by the Munich Regional Court I and in December 2005 by the Munich Higher Regional Court , as this formulation was permissible as an expression of opinion.

In February 2007, ARD and Die Welt reported that the then supreme leader of the Islamist Muslim Brotherhood, Mohammed Mahdi Akef, who lived in Cairo, described El-Zayat as “the head of the Muslim Brotherhood in Germany” in an interview. He was also listed as a member on the homepage of the Muslim Brotherhood. El-Zayat followed up both reports with his counter- statements. In March 2007 he was charged by an Egyptian military court along with 39 functionaries of the Muslim Brotherhood of “using terrorist methods to achieve their goals”. On April 15, 2008, El-Zayat was sentenced in absentia to 10 years imprisonment for money laundering for a banned organization. He is number 4 on the list of convicted Muslim Brotherhoods published on the Muslim Brotherhood's website. Amnesty International has questioned the rule of law of the trial as the civilians, some of whom have been accused in absentia , stood in private hearings before an Egyptian military court (made possible by the Emergency Acts since 1981) instead of before an ordinary court .

While El-Zayat always denied membership in the Muslim Brotherhood, he described it as “the most important Islamic reform movement in the 20th century” which “campaigns for the liberation of women, for the solution of social problems” and “one that is adapted to space and time Interpretation of the Koran “demand - all goals that he supports. In an article in the Islamic youth magazine “TNT”, issue 1/1996, El-Zayat is said to have written in 1995, according to the party The Republicans : “I do not think that it is impossible for the Chancellor to become an in A Muslim born and raised in Germany is that we have a Muslim judge in the Federal Constitutional Court ... This country is our country and it is our duty to change it for the better. With the help of Allah we will make it our paradise on earth to be available to the Islamic ummah and humanity as a whole ”. The original passage is different, however, not “to make it available to the Islamic umma […]”, but “ and to make it available”.

According to press reports from March 20, 2009, the Munich public prosecutor's office has been investigating since 2007 against El-Zayat as the main suspect and six other Islamic officials on suspicion of “being the head of a criminal organization”, which is fraudulent and thus pursuing Islamist goals. The talk was, among other things, of "commercial and gang-like" fraud in several cases, forgery of documents, breach of trust, money laundering and violation of the Banking Act. On September 21, 2010 it became known that the Munich public prosecutor had stopped all investigations against him. The General Secretary of the Islamic Community Millî Görüş , Oguz Üçüncü , also accused, accused the investigative authorities of having pursued political purposes with the proceedings.
