From 1993 he became involved in Brandenburg an der Havel and was a member of the city council, from 2003 to 2005 its chairman, as well as long-time chairman of the supervisory board of Brandenburger Theater GmbH. On his initiative, a community foundation and the future workshop were established in 2006.

Kekulé resigned the chairmanship of the city council in 2005 when the Neuruppin public prosecutor's office investigated him because he had received a commission from a private security company. Kekulé was the head of the supervisory board of the theater, which had placed an order with the security company shortly before the commission was paid.
