Günter Heiß (* 1952 in Helmstedt ) is a German administrative lawyer , former Ministerialdirektor . D. and CDU member. He was from 2007 to 2009 president of the constitutional protection of Lower Saxony and 2010-2018 coordinator of the intelligence services of the Federation in the Federal Chancellery .

Life

He first studied music from 1970 to 1975 (piano teacher diploma) and from 1973 to 1982 worked as a piano teacher at a music school (with Ursula von der Leyen among others ). In addition, he studied from 1976 to 1983 Jura , completed his legal clerkship and, after completing the program judges at the Administrative Court . In 1987, he moved to the Lower Saxony Ministry of the Interior , initially as a speaker responsible for municipal finances, Lower Saxony borders, gaming , procedural law and data protection, among other things . In 1999 he became head of the department for fire and disaster control and in 2003 department head for rescue services , fire and disaster control as well as for the supervision of the State Office for the Protection of the Constitution of Lower Saxony . On January 1, 2010, he became Head of Department 6 in the Federal Chancellery as Ministerial Director . In this function he exercised the technical supervision of the German foreign intelligence service BND and coordinated the German intelligence services BND, MAD and Federal Office for the Protection of the Constitution .

One month before the state elections in Lower Saxony in 2017 , he was presented by the CDU's top candidate, Bernd Althusmann , as a potential successor to the office of Lower Saxony Minister of the Interior. He retired in 2018.
