The community administration association Vorderes Kandertal is a community administration association (common abbreviation = GVV) in the Baden-Württemberg district of Lörrach , to which six communities in the anterior Kandertal have come together.

history

At the end of the 1960s there were discussions - not only in Baden-Württemberg - about comprehensive regional and administrative reforms. For the fulfillment of the state tasks it was considered necessary to think in larger planning units. An efficient, modern administration that remained affordable was not possible with the then 3,381 independent communities in Baden-Württemberg. The formation of the association is therefore to be seen in connection with the regional reform in Baden-Württemberg . After the state parliament passed the law to strengthen the administrative power of smaller municipalities in 1967 and it was known that the aim was to reduce the number of municipalities to 1,080, the municipalities in Kandertal also had to think about their future path. The neighborhood of the large district towns of Lörrach and Weil am Rhein was seen as a threat to self-employment, as both towns sought to expand in order to strengthen their central function.

At the beginning of April 1971 the six municipalities announced their intention to found an administrative association. After the Ministry of the Interior of the State of Baden-Württemberg approved the establishment on August 5th, the founding meeting took place on October 21st, 1971. The former communities of Ötlingen , Märkt and Wollbach were also involved in the discussions about the establishment of the association, but they then decided on a different path.

In 1973 there was further irritation because the Ministry of the Interior had plans to forcibly merge the association's congregations into a unified congregation. The new structure should also be assigned as a sub-administrative area of ​​the city of Weil am Rhein. However, to make things easier for the association communities, this scenario was soon rejected.

When the association was founded, 4,908 inhabitants lived in the affiliated communities, which narrowly missed the target of 5,000 targeted by the state. In 1981 there were 6,612 residents and in 2011 9,399.

The organs of the municipal administration association

In the association assembly each member has two votes, so that the larger communities (Binzen and Eimeldingen) cannot dominate the smaller ones.

In the first association meeting on December 8, 1971, the mayor of Eimeldingen, Robert Götzmann, was elected as association chairman. After his retirement in 1993, the mayor of Rümmingen, Heinrich Benner, became chairman at short notice. This task was taken over shortly afterwards by the mayor of Binzen, Ulrich May. After May 2012 retired, the office was transferred to the mayor of Rümmingen, Daniela Meier, in October 2012.

In addition to the chairman of the association, there is an association manager. This task was carried out by Binzen's clerk, Hans Wunderlin, from its founding until 1995, and then Rudolf Schumacher until 2015. Dominik Kiesewetter has been the managing director of the local government association since October 2015.

The association is based in Binzen, the association administration is housed in the Binzen town hall.

tasks

The association administration includes:

  • Main office (with the subject areas of personnel, refugee care and the citizens' office with the subject areas of registration, passport and trade, social affairs, land register inspection and the registry office)
  • Accounting office (with the areas of budget, cash, accounting, taxes & duties).

The municipal administration association has a central work yard in Rümmingen, which is responsible for the entire association area.

The municipal administration association is also the sponsor of the Vorderes Kandertal primary school. There is an elementary school in every municipality, in Binzen there is also an all-day elementary school in addition to the elementary school. Since July 2016, the former school building of the primary, secondary and technical secondary school has been converted into an all-day primary school. The renovation will be completed at the beginning of the 2017/2018 school year.
