Life and career

Stucky's parents were the pastor Georg Stucky and the economist Emma Stucky. He studied from 1950 to 1954 in Zurich , Berlin and Basel jurisprudence and received his doctorate in 1955. In 1957, he was a lawyer . Then he went abroad for the oil industry. In Libya he was the Swiss honorary consul from 1963 to 1967 . After his return, he was General Director of Texaco AG Switzerland from 1968 to 1970 and Managing Director of the Petroleum Association from 1971 to 1979. Stucky was a member of various boards of directors . From 1985 to 2001 he was a member of the board of directors of Sika , Metro AG and Marc Rich Holding.

From 1992 to 2016 he was on the Board of Directors of Crypto AG , from 2002 to 2016 its Chairman of the Board of Directors. 85-year-old Stucky reported that he could not remember media reports that Crypto AG had belonged to the intelligence services CIA and BND via the Liechtenstein front companies in the context of Operation Rubikon . At the request of Crypto AG, in 1993 he successfully campaigned for Federal Councilor Jean-Pascal Delamuraz (FDP) to approve blocked exports.

In addition to his political and economic offices, Stucky held numerous other offices. From 1974 to 1975 he was a councilor of the Evangelical Reformed parish of the canton of Zug, which he also presided over from 1974 to 1975. From 1992 to 1998 he was Vice President and from 1998 to 2007 President of the Organization of the Swiss Abroad (OSA) . politics

From 1975 to 1990, Stucky was a member of the Zug government council as Finance Director. On December 16, 1982, he was elected Landammann for the years 1983 to 1984 . From 1979 to 1999 he was a member of the National Council, where, among other things, he was Vice-President of the Commission for Economy and Taxes. Stucky is seen as one of the or the main creators of Zug's low-tax policy, which turned the canton from one of the poorest to the wealthiest in Switzerland. Due to the influx of trading companies, jobs were created and budget surpluses were achieved. As a result, Stucky cut taxes nine times in his sixteen-year tenure as finance director. Stucky remained convinced of this policy even after he left active politics. In his opinion, the canton's economic situation has forced action. However, he also warned against ideologizing tax cuts and stressed that tax increases should not be made taboo, but should remain conceivable if necessary. He also repeatedly regretted the loss of scenic beauty due to the heavy building activity that followed the economic boom triggered by his policy. At the same time, however, he was of the opinion that this development did not outweigh the positive aspects of the boom and that it was right to accept them. According to Stucky, he had not foreseen the extent of the changes that the low-tax policy brought with it for the canton of Zug.
