The Hamburger lid , also called A7 lid, is a series of three separate, planned tunnels with a total length of 3753 meters, the enclosure of the Federal Highway 7 to be built as part of the 2014 expansion began in Hamburg north of the Elbe tunnel. They serve the legally required noise protection for residents when the motorway is extended to six or eight, in sections to ten lanes. The construction method allows the previous embankments to be used for widening.

At the same time, the design with a resilient ceiling that is covered with a little soil and planted with greenery opens up new possibilities for urban development .

The start of construction of the motorway expansion in the three areas has been postponed from 2012 in Stellingen to 2014 in Schnelsen, as the construction phase there is to be financed privately and there is less resistance to the planning approval. According to the project website, the expansion of the Schnelsen section began in 2014. Preparatory construction work began at the end of January 2015, such as the provisional widening of a one-way carriageway to allow all traffic to flow in both directions. Buildings are very close to the motorway

The reason for the construction of the cover is the expansion of the A 7 in Hamburg to six to ten strips in order to achieve an increased flow of traffic between HH-Süd and the Bordesholmer Dreieck . Due to the high traffic load, the expansion has been listed for years at the Federal Ministry of Transport, Building and Urban Development (BMVBS) in the Federal Transport Infrastructure Plan as an “urgent need”. Up to 152,000 vehicles pass this route every day. According to some expert opinions, an increase to 165,000 vehicles per day is expected in the next ten years. The theoretical limit for the available lanes is currently exceeded by up to 51 percent. At the same time, the accident rate here is almost 50 percent above the national average.

The expansion and the further increase in the number of vehicles require improved noise protection for residents, as the current noise exposure is well above the permissible limit values. There are many areas in which compliance with the noise limit values ​​can no longer be achieved even with high noise barriers . Here a complete covering is required, which has to be paid for by the Federal Republic of Germany according to the polluter pays principle . The federal government's costs are around 420 million euros.

Under these circumstances, the then black-green Senate of the Hanseatic city, which had taken over the planning due to its overall urban importance, decided in 2009 to use the motorway extension as an opportunity for "extensive city ​​repairs ". The federal draft only provided for a cover in Stellingen and Bahrenfeld / Othmarschen . The Senate added a cover in Schnelsen and an extension of the Bahrenfeld cover (which has since been called into question again), for which the city will bear the planned costs. The federal government has declared its willingness to use the saved expenses for the very expensive noise barriers to finance the Hamburg lids, so that Hamburg only has to bear the additional costs. In addition, the entire surface of the cover is available for an “intensive green roof” as a compensation area. By greening the cover, the districts previously cut up by the motorway will be brought together again and 25 hectares of new green and leisure areas will be offered. In addition, a continuous green corridor from the Volkspark to the Elbe could be created. There is no development of the cover with residential or commercial buildings.

In the past, several citizens' groups fought to have the motorway covered for noise protection reasons. However, the project was initially repeatedly rejected for cost reasons. With the current plan, the federal government is assuming most of the costs. The city's share is 167 million euros. The development of surrounding, so far very noisy areas for the construction of over 2000 apartments is expected to generate revenues of around 127 million euros, which will help relieve the budget . This affects around 35 hectares in the Altona district and 8.5 hectares in the Eimsbüttel district .

Planning and completion

Schnelsen

The shortest of the three covers, signposted as "Schnelsentunnel", is 560 meters long and runs from Heidlohstraße in the south to the Hamburg-Schnelsen junction in the north. The winner of the implementation competition is the Berlin office “POLA Landschaftsarchitekten”. A spacious meadow, a town square with a café and allotments are planned on the tunnel. The lid is erected with a time delay to the Stellinger lid. The turn of the year 2014/2015 was named as the date for the start of the motorway expansion in September 2014. At the end of January 2015, major concrete construction measures for traffic management began during the expansion period. In March 2018, the expansion of the southern carriageway between the Schnelsen-Nord junction and the Hamburg-Nordwest motorway triangle was completed. The western tube of the Schnelsen tunnel went into operation on June 23, 2018. Then, in this section, construction began on the east side (towards the north). Since December 8, 2019, both tunnel tubes can be used with two lanes each. Since January 18, 2020, three lanes can finally be used in both directions. The tunnel was officially inaugurated on December 6, 2019. The additional costs for the Schnelsen cover compared to a noise protection wall, which would have been sufficient for the necessary noise protection, were borne by the Hanseatic City of Hamburg.

Stellingen

The federally supported cover in Stellingen is to be 893 meters long and lead from Kieler Straße in the south to the freight bypass in the north. Lengths of 960 meters to about one kilometer are also incorrectly mentioned. A total of ten lanes will be widened here (including the two-kilometer merging lane). The start of construction was planned for 2012 and should be completed after four years. Preparatory measures, such as the construction of a new bridge for the freight bypass , began in 2012. When the construction of the Langenfeld Bridge in the southern part of the construction phase began in May 2014, the removal of the roadway began in April 2015. In an open space planning implementation competition for the design of the cover surfaces, the office “Weidinger Landscape Architects” from Berlin prevailed against the competition. The proposal provides for a multi-use park and allotments . The four-year construction period began in March 2016. In 2019, both directions of travel were guided through the east tube and construction began on the west tube. The Stellingen tunnel is to be fully completed in 2020, the green spaces 18 months later.

Bahrenfeld / Othmarschen

This cover, also known as the Altonaer cover, was originally planned with a length of 730 meters. In March 2016, all parliamentary groups agreed on an extension to 2300 meters. It is therefore the longest of the three structures. The costs are shared by the federal government and the city. The future green corridor from the Volkspark to the Elbe is to be designed through an open space planning competition. An allotment garden park of 25  hectares will then create space for the relocation of allotment gardens, the areas of which are to be used for around 3000 new apartments in the now noise-reduced neighboring districts. Between the cover, which extends to the Othmarschen S-Bahn bridge, and the Elbe tunnel , there are around 500 meters that should not be covered. Noise barriers are to be installed here instead. Construction of the lid is expected to begin after the other two lids are completed, expected in 2020, and will take around six years Template: future / in 5 years.

The lids are erected in an open construction. The walls are first erected and then a 1.4 m thick concrete cover is placed over them. This should be able to carry a weight of up to 4.5 tons per square meter. This means that residential buildings cannot be built on, but lighter structures such as the planned allotment gardens are possible. On top of the concrete, 1.2 m of soil should be poured, which should allow for planting.

criticism

Criticism of the project comes mainly from the ranks of allotment gardeners who do not want to swap their plots leased from the city for a place on one of the new covers. The areas of the current allotment gardens are owned by the city and are to be converted into residential areas in order to remedy the housing shortage in Hamburg. By building the cover, the city can offer the affected allotment gardeners new plots on the cover areas that are being created. A move management for a smooth relocation has been promised by the citizens and should be worked out together with the affected allotment gardeners.

The situation in the Stellingen section is unique in Europe. Nowhere else do so many cars drive daily (over 150,000 / day) in such close proximity to houses. The cover, which was originally planned to be at ground level, was intended to restore the condition from before 1974. However, according to the latest calculations, the planned cover protrudes more than 3 m from the ground, as the federal government has spoken out against lowering the carriageway and would otherwise not pay for the costs. Thus, the aisle cut by the motorway will remain further divided by a structure. As a result, the direct residents have to look at a concrete wall instead of a previously planned garden on the previously sold part of their property, which is not 3.5 m as planned, but due to the extension to ten lanes in the area of ​​the Stellingen junction - Autobahn triangle HH north-west 7 m closer to their houses.

Section 6 (1) of the Hamburg Building Regulations requires space in front of the outside walls of the building, which must be kept free from above-ground structures. The plots will be shaded and the houses may be shaken even more in the future. The park area planned on the cover allows park visitors a direct view of the bedrooms of the houses on the first floor. The building measures also increase the noise and air pollution of the residents, so that they may have to be moved out for the construction period.

Some motorists also criticize the disabilities that can be expected when building and using the tunnels, such as the maximum speed reduced to 80 km / h or the increased number of slow drivers. However, the RABT (guidelines for the operation and equipment of tunnels) allow a speed of 100 km / h if the tunnels are equipped accordingly.
