From 1919 he was co-editor of the Young German Voices . In 1923 he completed his habilitation for public law in Marburg . He taught there initially as a private lecturer and since 1927 as a non-scheduled adjunct professor of public law. He then worked as a professor of public law in Tübingen from 1927 , moved to Leipzig in 1934 , where he taught constitutional law, political theory and international law and was dean of the law faculty from 1935 to 1937 . From 1941 he was Professor of Public Law at Freiburg , where he retired in 1957 . From 1947 to 1948 he headed the Assenheim branch of the central office of the Gustav-Adolf-Werk .
Gerber was known as a representative of Nazi legal theory by 1933 at the latest. He wrote in the magazines Das neue Hamburg , Deutsches Volkstum , Young German Voices and German Work . Since 1933 he was a member of the SA (as a convicted Stahlhelm member) . He was also a member of the NSKK , the NS-Rechtswahrerbund and the NSV . In the Second World War he worked as an army judge and was active in the humanities during the war .
In 1934 Gerber became the first non-theologian to take over the chairmanship of the Gustav Adolf Association, which was influential in church politics. He introduced the leader principle there and thus brought the association to "self-alignment", but thanks to the support of the Foreign Office was also able to give it a certain degree of independence.
