Because of incorrect bookkeeping and enrichment in the management of the Langemarck donation, he (like Heinz Lassen ) attracted a party court case by the NSDAP in 1937. In April 1943 he was relieved of responsibility from the management of the mob office. In the army he had been a lieutenant since May 1940. Baldur von Schirach made him (as successor to Heinrich Lüer ) head of his office in the Reich Chancellery in January 1941 . From August 1941 he was head of the office of the Führer’s representative for the inspection of the Hitler Youth and Reichsleiter for the youth education of the NSDAP in the Reich Chancellery . In addition, he was entrusted with the management of the war support service of the Reichsleiter von Schirach , which was largely organized by the RJF . In this capacity Moka was awarded the War Merit Cross, Second Class, in September 1942 . In June 1944 relieved as head of the RJF's war support service, he was appointed Lord Mayor of Schneidemühl in the province of Pomerania . As a captain of the reserve, he was taken prisoner by the Soviets. After eight years, he was released in late 1953. At the age of 54 he succumbed to the consequences of imprisonment. In the death register entry he is referred to as "Lord Mayor for Reuse, Doctor of Law".
