Heinrich Kleffel

Heinrich Gustav Adolf Kleffel (born July 20, 1811 in Großbreitenbach , Schwarzburg-Sondershausen , † February 16, 1896 in Berlin ) was a German judge in East Prussia . For over 30 years he was the mayor and lord mayor of Tilsit .

Life

As the pastor's son, Kleffel attended the Henneberg High School in Schleusingen from 1825 . After graduating from high school, he studied law at various universities from 1830 , most recently at the Friedrich-Wilhelms-Universität zu Berlin . After the (then still) three exams, he entered the administration of justice in the Kingdom of Prussia . He came to the district court in Insterburg (1839) and the district court in Ragnit (1845). Since 1851 district judge in Tilsit, he applied for the post of mayor in 1852. He was elected and took office on the city's 300th anniversary. He was inclined to liberalism , but held back politically. As a brilliant speaker and writer he stood above the changing parties. In 1858, 1870 (as Lord Mayor since 1869) and 1882 he was unanimously re-elected.

During his time, “Tilse” (as he mostly called the city) was given the appearance that it essentially kept until 1945: the Hohe Tor (1861) and the German Gate (1865) were demolished. He ensured the separation of the bourgeois meadows and pastures (1858), the management of which was difficult due to the ownership structure. The city streets were paved and lit with gas. In order to better connect the Memel lowlands with the city, the Stolbecker Strasse and the Niederunger Chaussee were expanded. This also benefited the barracks of the Prussian Army . When the Prussian Eastern Railway was being built, Kleffel ensured that Tilsit was connected to the Eastern Railway with the Insterburg – Tilsit (1861) and Tilsit – Memel (1875) railway. The station went into operation in 1865. Difficulties in bridging the Memel and its old courses to Pogegen delayed the connection to Memel , East Prussia and Germany's northernmost sea and trading town. During his tenure, Tilsit also received the sewer system (1880). Two years later, a development plan was drawn up that lasted for decades. Retired at the age of 71 , he moved to the capital of Berlin.

Kleffel was involved in Freemasonry and was a member of the Andreas Lodge Strenua in Tilsit .

His younger brother Friedemann Kleffel became a court painter in Thuringia and in 1851 came to Tilsit's secondary school as a drawing teacher. In 1863 he went to Koblenz as a painter .
