Heinz Friedrich Benner

Heinz Friedrich Benner (born April 12, 1939 in Gießen an der Lahn ) is a retired State Secretary. D. Since 2003 he has been running the operational business of the "Daheim im Heim" foundation on a voluntary basis as deputy chairman.

education

Heinz Friedrich Benner worked as a journeyman after obtaining his secondary school leaving certificate and an engraving apprenticeship. He did his military service from 1960 to 1961 with the Panzerjägerkompanie in Wolfhagen . In 1966 he passed the Abitur at the evening grammar school in Mainz . From 1966 he studied law and political science at the Johannes Gutenberg University in Mainz . During this time he was a member of the student parliament from 1967 to 1969 and its vice-president from 1968 to 1969. After graduating from university in 1972, he passed the state examination in Rhineland-Palatinate in 1974 .

Professional background

From 1974 to 1976 Benner was department head for social affairs, health and environmental protection and chairman of the district law committee in the Donnersbergkreis in the North Palatinate and from 1976 to 1991 personal advisor and most recently policy advisor in the Ministry of Social Affairs of Rhineland-Palatinate . As a policy advisor, he was responsible for social welfare law and for concepts of long-term care insurance as well as for social stations and contacts to voluntary welfare care .

From August to November 1990, Heinz Friedrich Benner was an advisor to the Council of Ministers of the GDR in the Ministry for Family and Women with a focus on setting up social stations and free welfare in the new federal states and from November 19, 1990 to the end of August 1991 as part of administrative assistance between Thuringia and Rhineland-Palatinate acting head of the department for social affairs, family, youth and sport in the Thuringian Ministry of Social Affairs and Health. On November 19, 1991 he became State Secretary in the Thuringian Ministry of Social Affairs and Health and remained so until November 30, 1994. On December 1, 1994, he took temporary retirement. On October 1, 2003, he was reappointed State Secretary in the Thuringian Ministry of Social Affairs, Family and Health; he held this position until July 8, 2004.

Volunteering

Heinz Friedrich Benner has been in charge of a citizens' office in Mainz since 1995 and is volunteering for several charitable foundations (At home in the home, Wilhelm Emmanuel von Ketteler Foundation, World Church Foundation). He is also chairman of the university society forum sociale at the Catholic University of Applied Sciences in Mainz .

He has been involved in the Misereor Episcopal Relief Organization since 1974 and was Chairman of the Board of Directors from 2000 to 2010.

Heinz Friedrich Benner was 2001-2003 adviser to the CDU faction in the Thuringian state parliament for the Study Commission on "human dignity in extreme situations."

Heinz Friedrich Benner has been looking after the "Daheim im Heim" foundation as a business manager since 1996; he has been deputy chairman of the board since 2002.
