Heinz Lanfermann (born May 27, 1950 in Oberhausen ) is a German politician ( FDP ). From 1996 to 1998 he was a permanent state secretary in the Federal Ministry of Justice . Since January 1, 2014 he has been the private health insurance ombudsman and thus out-of-court arbitrator for private health and long-term care insurance .

Life and work

After graduating from the Novalisgymnasium in Oberhausen in 1970 , Lanfermann studied law at the University of Bonn , which he completed in 1977 with the first state examination and in 1980 with the second state examination . He was then a judge at the Duisburg Regional Court until 1988 . He was admitted to the bar in 1998 . From 1998 to 2016 he was a member of the board of trustees of the Friedrich Naumann Foundation for Freedom .

Lanfermann is married to the lawyer Ellen Chwolik-Lanfermann, who was recognized as a top lawyer and who retired at the end of February 2020 as the first female president of the Potsdam Regional Court .

The couple has lived in Potsdam since 2002 .

Political party

Lanfermann has been a member of the FDP since 1975. From 1992 to 1996 he was deputy chairman of the FDP district association Ruhr and from 1990 to 1996 he was also a member of the FDP state executive in North Rhine-Westphalia . From 2002 to 2003 Lanfermann was first general secretary of the FDP in Brandenburg . From 2003 to 2011 he was state chairman there. In April 2011 he did not stand for re-election and was replaced by Gregor Beyer as head of the country.

Lanfermann was a member of the state parliament of North Rhine-Westphalia from 1988 to 1994 and was the spokesman for the FDP parliamentary group for legal policy as well as for work, health and social affairs. He was also chairman of the committee of inquiry into the Gladbeck hostage drama from 1988 to 1990 .

From 1989 to 1994 he was also a city ​​councilor and deputy chairman of the FDP parliamentary group in the city council of Oberhausen.

Lanfermann was a member of the German Bundestag from 1994 until his resignation on February 7, 1996 and again from 2005 to 2013 . He was chairman of the FDP parliamentary group in the committee for health and parliamentary group spokesman for care policy. Heinz Lanfermann entered the Bundestag in 1994 via the state list of North Rhine-Westphalia, in 2005 and 2009 via the state list Brandenburg. On November 12, 2009, Heinz Lanfermann was elected chairman of Working Group III in the FDP parliamentary group with the policy fields: labor and social affairs, health. From May 2011 he was also the health policy spokesman for his group. Lanfermann did not run for the 2013 federal election .

Public offices

On February 7, 1996, Lanfermann was appointed State Secretary in the Federal Ministry of Justice . Since he had to forego his Bundestag mandate, the then FDP General Secretary Guido Westerwelle was able to move up for him in the Bundestag. After the 1998 Bundestag election , he was given temporary retirement in October 1998 at the age of 48.
