Herbert Kubicek (born August 14, 1946 in Cologne ) was a professor for applied computer science with a focus on information management and telecommunications at the University of Bremen . Since 1999 he has been a board member and scientific director of the Digital Opportunities Foundation in Berlin and Bremen.

biography

Kubicek studied business administration at the University of Cologne from 1966 to 1971 and received his doctorate there in 1974. After working as an assistant at the seminar for general business administration and organization theory (1971 to 1978), he was professor for business administration at the University of Trier from 1978 to 1987 .

In 1987 he went to the University of Bremen. In 1999 he founded the Digital Opportunities Foundation there together with Jutta Croll. Together with Andreas Breiter and Martin Wind, he initiated the establishment of the Institute for Information Management Bremen (ifib) in 2002 by the Association for the Promotion of Scientific Research in Bremen, in which all research and consulting projects were carried out and he was the managing director until September 30, 2011 was. He has retired as a university lecturer since 2011 and continues to work as a senior researcher at the Institute for Information Management Bremen (ifib) at the University of Bremen.

From 1996 to 1998, Kubicek was a member of the Enquete Commission Future of the Media in Economy and Society of the German Bundestag.
From 1999 to 2002 he headed the Citizens and Administration working group in the Information Society Forum of the Federal Government and from 1999 to 2003 the Public Administration working group in the COST Action Government and Democracy in the Information Age (COST A 14). In 2011/2012 he was a member of the German Chancellor's expert dialogue Dialogue on Germany's Future in the Working Group on Opportunities and Limits of Citizen Participation . Until November 2014 he was a member of the scientific working group of the Federal Network Agency and until autumn 2017 a member of the board of trustees of Stiftung Warentest . Today he is still on the board of the Bremen State Association of the German Library Association and on the supervisory board of BREKOM GmbH .

His hobby is his collection of over 17,000 long-playing records with rock 'n' roll, pop, beat and soul music from the 50s and 60s, which he makes available to other collectors via the Internet and offers duplicates for exchange or purchase . For the computer science professor, this was and is also a field experiment on e-commerce to see what can and will not happen.

Awards

  • The German UNESCO Commission has recognized the research project e2democracy (lowering CO 2 emissions from private households by monitoring consumption behavior) , led by Kubicek, as a project of the UN Decade of Education for Sustainable Development .
  • Wolfgang Heilmann Prize for humane IT use from 2012 by the Integrata Foundation for his participation in the Freedom of Information Act of the State of Bremen and its implementation in the form of the central information register and for his contributions to democracy.
