Herbert Zinell

Herbert O. Zinell (born June 17, 1951 in Schramberg , Rottweil district ) is a German SPD politician . He was from 1990 to 2011 Mayor of the city of Schramberg and of 13 May 2011 to May 2016 as Assistant Secretary bureau chief in the Interior Ministry of Baden-Wuerttemberg. Zinell has been a lecturer at the Kehl University of Applied Sciences since the 2017/18 academic year .

biography

Herbert Zinell grew up in Schramberg, where he went to secondary school after attending primary school. In 1968 he joined the SPD and in that year began an administrative training in the town hall of Aichhalden , which he finished in 1971. He then went on to study at the Kehl University of Applied Sciences , which he completed in 1973 with the state examination for senior administrative service. This was followed by a degree in law and sociology at the Albert Ludwig University of Freiburg , which he completed in 1978 with the first state examination . After his civil service from 1978/79 to 1979, he completed his legal clerkship in the Baden-Württemberg judicial service from 1980 . The second state examination followed in 1982.

From 1982 to 1990 Zinell worked as a lawyer and was elected to the Schramberg municipal council in 1984 , where he was chairman of the SPD parliamentary group until 1990. In 1986 he received his doctorate from the University of Konstanz with a thesis on the legal status of entrepreneurs in water management law .

In the Schramberger mayoral election in 1990, he stood for the SPD against the CDU incumbent Bernd Reichert and prevailed in the election on September 9th. In 1998 and 2006 he was confirmed in office. After the state elections in Baden-Württemberg in 2011 , Zinell received the offer to move to the Ministry of the Interior, headed by Reinhold Gall (SPD), as Ministerial Director. On his departure as Lord Mayor of Schramberg on July 2, 2011, Zinell was made an honorary citizen . In April 2013, the University of Administration in Kehl made him an honorary senator .
Since January 1, 2014, Zinell has been co-editor of the specialist journal “Verwaltungsblätter für Baden-Württemberg” (Boorberg - Verlag).
