Herman Rappe

Hermann Rappe ( born September 20, 1929 in Münden, today Hann. Münden ; † January 30, 2022 in Hildesheim ) was a German politician and trade unionist . He was a member of the Bundestag and from 1982 to 1995 chairman of the trade union IG Chemie-papier-Keramik .

Life

Hermann Rappe was born in 1929 as the son of a carpenter in Hann. born in Münden. The grandparents had co-founded the SPD and the consumer cooperative in his birthplace. Hermann Rappe earned his secondary school leaving certificate and then began a commercial apprenticeship in the local consumer cooperative. He worked there from 1950 to 1952 as a clerk. He was initially a youth representative , then chairman of the works council and was involved in the trade union movement. In 1947 he joined the SPD. From 1947 to 1952 he held various positions in the Socialist Youth Die Falken . He was chairman of the sub-district of Göttingen.

From 1953 Hermann Rappe worked as a full-time employee at the chemical, paper and ceramics industrial union , until 1955 as youth secretary, then as district secretary for organisation, training and education of the Lower Saxony district management in Hanover. From 1964 to 1966 he was secretary in the organization department of the main board of the IG Chemie-papier-Keramik in Hanover and was responsible for advertising and shop stewards. At the 7th Ordinary Trade Union Congress in 1966, the delegates elected Hermann Rappe to the executive board. Until 1982 he headed the main department for youth, school, education and education/youth and in 1978 he was elected deputy chairman of the chemical-paper-ceramic trade union. From 1955 to 1964 he was a member of the board of work and life in Lower Saxony and the board of the Lower Saxony Association for Free Adult Education, and from 1970 to 1975 a member of the main committee of the Federal Institute for Vocational Training Research .

In the German Bundestag , Hermann Rappe represented the Hildesheim constituency from 1972 to 1998 as a directly elected Social Democratic member . He headed the co- determination coordination group of the SPD parliamentary group and from 1977 to 1982 he was chairman of the Bundestag committee for labor and social affairs. From the 2nd Extraordinary Union Day of the IG Chemie-papier-Keramik in 1982, Hermann Rappe was the chairman of this union until 1995. In the same year he was elected Vice-President of the International Federation of Chemical, Energy and Factory Workers' Organizations (ICEF) and became its President in December 1988. Also in 1988 he became President of the European Federation of Chemical Trade Unions (EFCG). He held both offices until 1995. On the board of directors of the Treuhandanstalt , he campaigned for the drastic job cuts in the East German chemical industry to be carried out in a socially acceptable manner through various support measures.

As chairman of the IG Chemie-papier-Keramik, Hermann Rappe held numerous other offices. Member of the supervisory board of VEBA and Bayer AG , also deputy chairman of the German CARE organization and member of the board of trustees of the Foundation for the Disabled Child . In the SPD he was a member of the trade union council and the program commission.

Hermann Rappe has received numerous awards. In 1980 he received the Grand Cross of Merit of the Federal Republic of Germany . In 2020 he was awarded the Order of Merit of the State of Saxony-Anhalt and in 2015 he was made an honorary citizen of the city of Sarstedt .

From 1985 Rappe was an honorary senator at the Hannover Medical School . In 1988 he received an honorary doctorate from the University of Education, Linguistics and Cultural Studies in Hildesheim and in 1992 he received an honorary doctorate from the Faculty of Law at the Georg-August University in Göttingen . From 1988 Rappe was also a member of the Board of Trustees of the Academy of Sciences in Berlin.

Rappe was one of the winners of the first Carl Bertelsmann Prize in 1988. In 1995 he was honored with the Heinz Herbert Karry Prize . In 1996 he received the Hanns Martin Schleyer Prize .

At the beginning of December 2004, he began working on the Ombudsman 's Council together with the former Federal Minister for Family Affairs, Christine Bergmann , and the former Prime Minister of the Free State of Saxony, Kurt Biedenkopf .
