Hubert Wimber (* 1949 in Recklinghausen ) was police chief in Münster from spring 1998 to May 2015 .

Life

Wimber studied after high school and military service economies and social sciences at the University of Bochum and Göttingen University and graduated with a diploma Sozialwirt his studies. He has been a member of Bündnis 90 / Die Grünen since around 1987 . From 1995, Wimber was head of department at the Recklinghausen police headquarters.

Among other things, Wimber is also responsible for securing the transport of nuclear waste to the Ahaus nuclear waste storage facility . Wimber is considered a strict opponent of violence: "I am convinced that violence against things must not be played down as a form of peaceful resistance." He does not believe in a "lax approach to the monopoly of violence".

In January 2010, Wimber wrote to the German Hemp Association in favor of legalizing cannabis. Looking back on alcohol prohibition in the USA, Wimber says, “that actually rational drug policy must come to the conclusion that repression is counterproductive, does not bring anything and to this extent the end of the discussion about legalization would in fact be a drug store selling the relevant substances be sold under government licensing under control and government distribution; with the corresponding advice on the addiction potential of the respective active ingredients. ”
After his retirement in September 2015, he became the founding chairman of Law Enforcement Against Prohibition in Germany, which advocates an end to the so-called war on drugs and a reform of drug policy . During his active service, Minister of the Interior Ralf Jäger refused to attend him for legal reasons. He is also a member of the Schildower Kreis , which advocates the legalization of drugs .

In 2011, Wimber proposed compulsory labeling for cyclists so that “wrong-way drivers, red-light sinners and people who have escaped accidents” can also be identified retrospectively. In July 2012 he spoke out against such a labeling requirement because "the bureaucratic effort would be too great". At the same time, he called for the alcohol limit for the inability to drive for cyclists to be reduced from 1.6 to 1.1 and thus to be brought into line with the limit for motorists.

The police president's concept of the police’s approach to the Nazi demonstration and the simultaneous counter-demonstration in Münster on March 3, 2012 was criticized. Among other things, a 21-year-old counter-demonstrator suffered a traumatic brain injury as a result of police measures . Ingrid Remmers , member of the Bundestag , was assaulted.

In August 2012, Wimber said that the police should reduce their tasks in certain areas, including no longer recording accidents in the event of sheet metal damage, for which he was criticized not only by the ADAC , but also from within his own ranks. Furthermore, Wimber suggested that the citizens should in future regulate night disturbances independently without police support, which was criticized by the CDU opposition in the state parliament and compared with a call for vigilante justice. From among the SPD also the proposal received criticism that order partnership Station put even the abolition of the police as well as the formation of a vigilante close.

In June 2014, Wimber was appointed by NRW Interior Minister Ralf Jäger (SPD) to an expert commission on demographic change in the police in North Rhine-Westphalia . The four-person commission, which, in addition to Wimber, a member of the Greens, included the then Cologne Police President Wolfgang Albers (member of the SPD), the district administrator of the Mettmann district Thomas Hendele (CDU) and Professor Jürgen Weibler from the Fern-Universität Hagen , submitted its final report a year later (see publication) with proposals for a police reform in NRW. The experts showed various savings potentials, but could not agree on a common model with regard to the police organization .
