Hugo Jesse was born the son of a farmer . He was Lieutenant a. D. and was elected mayor of the city of Allendorf an der Werra in January 1874. He held this office until May 1876.

On November 23, 1876, Jesse was elected mayor of the then town of Steele for twelve years as the successor to Theodor von Cloedt. He was inducted into office on January 18, 1877. Since Jesse was an Old Catholic , there were more attacks from the citizenry, which led him to go to Cologne in 1880 .

Then Jesse officiated from July 1, 1880 to March 31, 1888 as the first and only mayor of the city of Ehrenfeld. He was instrumental in the negotiations for the incorporation of Ehrenfeld into the city of Cologne (April 1, 1888). During his tenure, Ehrenfeld developed into an important industrial location and the city received its own town hall in 1880 . The building erected by the diocesan master builder Vincenz Statz was considered to be one of the most important secular buildings of the Neo-Gothic in the Cologne area.

After his time as mayor of Ehrenfeld, Jesse was an alderman for the city of Cologne until September 30, 1910 , responsible for the school system. Jesse was also a member of the city committee.

Jesse died at the end of 1918 during a spa stay in Wiesbaden and was buried in the local southern cemetery. The tombstone was brought to Cologne in 2013 and a memorial in honor of Jesse was erected in the old Ehrenfeld cemetery .
