Wittmann was born as a child of the realteacher Johann Christoph Wittmann and his wife Maria Rebekka Hormuth in Ulm. The family had its roots in Blaubeuren and Biberach an der Riss . Together with his younger sister Maria Clara, he emigrated to Vienna and devoted himself to music and the great composers. Maria Clara married Volkmar Leisching in Vienna, a merchant and offspring of a widely ramified family with Thuringian roots. Hugo Wittmann began to work as an author and to write operas. Together with Julius Bauer and Carl Millöcker , the plays Der Feldprediger (1885), Der Hofnarr (1886), Die Sieben Schwaben (1887), Der poor Jonathan (1890) and Das Nordlicht (1896) were created in Vienna . With Julius Bauer he wrote the libretto for Johann Strauss' operetta Fürstin Ninetta .

As an employee of the Neue Freie Presse he came into contact with Theodor Herzl and entered into regular correspondence with him. In his exchange, he called him not only a colleague, but also an honored college and friend. With him, the play Die Dame in Schwarz , set in a place called Hirschgarten am Rhein, was created and premiered in February 1890. In October 1891 Wittmann helped his colleague Herzl get a job as a correspondent in Paris and stayed in contact with him.

He was buried in the Vienna Central Cemetery in an honorary grave of the City of Vienna (Group 32C, number 3).
