The Skolkowo Innovation Center ( Russian Инновационный центр Сколково , Innowazionny Zentr Skolkowo ) is a planned Russian research and industrial area based on the US model of Silicon Valley , in which state-of-the-art technologies are to be developed.

It is to be built in the Moscow suburb of Skolkowo , around 17 km west of Moscow city center.

The projected research center in Skolkowo will primarily focus on five high-tech areas: energy, information technology, telecommunications, biomedicine and nuclear technologies. According to Vladislav Surkov , the former deputy head of the presidential administration, “only the largest and most modern companies should have their headquarters” in Russian Silicon Valley and at least “two, three, four Nobel Prize winners” should work there.

Location and project planning

President Dmitri Medvedev Skolkowo selected 18 sites from across the country because the “Innovation City” (“Innograd”) is to be close to Moscow and the government has 307 hectares of its own land there with a branch of the State Research Institute of Agriculture. In addition, a management school was founded in Skolkowo in 2006, the chairman of which is Medvedev. Skolkowo is also considered to be an upscale residential area in the Moscow region, in which, among others, the Moscow ex-mayor Gavriil Popov and the vice- prime minister Igor Shuvalov live.

The planning took place in the years 2011 to 2014. The start of construction was delayed by about three years. The first buildings and the internal road network as well as the S-Bahn connection are currently being completed. 30,000 to 40,000 scientists and engineers are to work in the completed research center. However, this number is far from being reached. There is currently talk of 3500 scientists and engineers. The state is investing around 100 million euros in project planning in the start-up phase, but does not want to take on more than 50 percent of the total financing.

In October 2010, project coordinator Wiktor Wekselberg put the project costs for the first three years at around 200 billion rubles (4.8 billion euros), half of which will be borne by the state and half by companies.

management

Until his resignation in May 2013, the strategic coordinator of the overall project was Vladislav Surkov , Deputy Head of the Russian Presidential Administration . President Medvedev entrusted the co-ordination of the project with the major entrepreneur Viktor Wekselberg , who appointed the historian and manager Oleg Borisovich Alexejew as head of the project group.

Scientific and technical advice

The 2000 Nobel laureate in physics , Shores Alfjorov , was appointed scientific director of the innovation center in Skolkowo . Alfjorov, together with the American biochemist and Nobel laureate Roger D. Kornberg, will head a scientific and technical council that will include both Russian and foreign scientists, engineers and experts.

Foundation for the Development of Innograd Skolkowo

A foundation for the development of Innograd Skolkowo was officially registered on May 21, 2010. The founders of the foundation are the Russian Academy of Sciences , the State Bank for Foreign Trade ( Wneschekonombank ), the Russian Society for Nanotechnologies (ROSNANO), the Moscow State Technical University NE Bauman, the Russian venture company Almaz Capital Partners and the Russian Foundation for Support for SMEs in science and technology (OPORA).

Companies, Organizations and Universities

In the initial phase, only western companies were accepted as partners. The first partners in the summer of 2010 were the US telecommunications company Cisco and the German Siemens group. The Swiss general contractor Maxmakers was selected as construction consultant.

The first Russian partner has been the Kurchatov Institute in Moscow since mid-August 2010 , which is considered to be the leading scientific research institute in Russia. In the Soviet Union, the then secret institute was known only as Laboratory No. 2 and later as the Kurchatov Institute for Atomic Energy . Since 2007 the Kurchatov Institute has been the Russian competence center for the development of nanotechnology .

Microsoft announced in November 2010 that the software company had signed a letter of intent to build a technology center for software development in Skolkowo. Cooperations also exist u. a. with IBM , Tata and Boeing as well as with MIT .

Selection criteria

The three most important selection criteria for the projects that will be included in the Skolkowo Innovation Center were defined by the Deputy Head of the Russian Presidential Administration , Vladislav Surkow :

  1. Outstanding level of innovation;
  2. Willingness of entrepreneurs to finance the project, whereby participation of the state is not excluded;
  3. Participation of Russian universities and foreign researchers.

In addition to research branches of large Russian and foreign companies and branches of engineering offices and private research organizations, centers to support start-up projects with venture capital are to be created in the Skolkowo Innovation Center.

According to project coordinator Wiktor Wekselberg , a university of their own is to be built in the Skolkowo innovation center together with the science clusters of Michigan and Boston (not to be confused with the private Moscow management school Skolkowo, founded in 2006).

Technology transfer and promotion of young entrepreneurs

The Skolkowo Innovation Center for young companies, universities and research institutions is intended to promote the exchange of knowledge and know-how based on the Swiss model. Wiktor Wekselberg signed a corresponding declaration of intent on September 17, 2010 with Technopark Zurich. Wekselberg wants to use his experience in technology transfer and in promoting young entrepreneurs for the ambitious project of the Russian government. The aim is a contractually agreed collaboration in accordance with the quality standards of Technopark Zurich.

Corruption allegations

In February 2013, FSB domestic intelligence officers raided the Skolkovo Foundation's Moscow office. It was found on suspicion of embezzlement of the equivalent of 112 million US dollars. The then coordinator of the project, Vladislav Surkov, accused the investigative authorities responsible for the criminal investigation of "hyperactivity". Surkov's resignation from his government office in early May 2013 was linked by political observers to these disputes.
