The North Rhine-Westphalia Fire Brigade Institute ( IdF NRW for short ) is the state fire brigade school of the State of North Rhine-Westphalia based in Münster in Westphalia . With around 150 employees and around 300 boarding places, it is the largest fire brigade training facility in Germany. The institute has a practice area outside of Münster and facilities for theoretical teaching. The tasks include the training of executives in the fire services and employees of the crisis teams at government levels.

Legal basis

The legal basis for the IdF in Münster is formed by § 5 of the law on fire protection, assistance and disaster control ( BHKG ) of the state of North Rhine-Westphalia.

  2. The state supports safety research and standardization within the scope of this law.

On this basis, the IdF offers its services to all professional fire departments and volunteer fire departments in the country. Some of the services can also be used by the plant fire services .

Course and advanced training offer

Offered courses from the third formation plane (also B eruflich or F reiwillig called III), ie from the group leader upwards. Most courses distinguish between professional fire brigade ( B ) and volunteer fire brigade ( F ), with some courses being offered as a combination on special topics such as respiratory protection equipment maintenance or fall protection. In addition to these mostly multi-day courses, there is also a wide range of different seminars for refresher courses on current topics or innovations. In particular, there are special seminars for managers that include legal, organizational and similar management tasks.
The plans for the courses are created on the basis of a needs analysis . In the second quarter of each year, the professional fire brigades and the plant fire brigades report their needs to the IdF, the needs of the volunteer fire brigades are determined via the municipalities and the official channels of the state. The seats are then allocated according to the same scheme. The company and professional fire brigades are assigned the course places directly and then report the relevant participants. With the volunteer fire brigades, the places are allocated by the district governments.

Technology: examinations and consultations

The Technical Competence Center (TK) of the IdF emerged from the Technical Monitoring Service (TÜD). It offers the municipalities and fire brigades of the state of North Rhine-Westphalia support in the maintenance and testing of technical equipment for fire protection and assistance. Among other things, new vehicles and devices are also checked. In addition, the municipalities and fire departments are also advised and supported on procurement matters.

Facilities

The equipment of the IdF includes 20 lecture halls, including planning room, chemistry rooms, a staff room and an exercise control center.

The IdF training area is located in Handorf on the city limits and partly in the area of ​​the city of Telgte ( Warendorf district ), in the immediate vicinity of the former Münster-Handorf airfield . A large part of the practical parts of the course and practical exams are held on the practice area. The area is 2.5 hectares and allows a variety of exercise scenarios. In addition to buildings and construction sites, road and rail vehicles are available for practice on the site. The practice buildings include a duplex, a doctor's practice and an apartment building. The vehicles available are tank cars according to the Deutsche Bahn standard, cars and trucks. In addition, there is a fixed point consisting of a steel pipe filled with concrete, which can absorb forces of up to 1000  kN .

The practice hall was officially handed over on May 8, 2007 after a construction period of over two years. The first plans for the hall were made in 2001. The construction costs are given at around 23 million euros. The practice hall is located right next to the outdoor practice area in Handorf. It has a floor area of ​​almost 11,000 m², is around 30 m high at the highest point and offers various options, including a laboratory, an underground car park, residential buildings, high-bay warehouse, etc. This enables practice regardless of the weather, even with aerial rescue vehicles.

Recreational facilities

Since some of the courses at the IdF last several weeks and the participants come from all over North Rhine-Westphalia, there are also various leisure facilities at the IdF that offer employment before and after the course times. This includes two bowling alleys , a sports hall with a fitness area, two saunas and the canteen. In the living area of ​​the IdF there are also common rooms with televisions and kitchenette. 151 single and 75 double rooms, all with telephone, shower and toilet, are available to accommodate the participants.
