The Hessian State Fire Brigade School , abbreviated HLFS , is the state fire brigade school of the State of Hesse. It is located in Kassel and has a branch in Marburg-Cappel , the youth fire brigade training center. The tasks include the theoretical and practical training of the members of voluntary fire brigades but also of professional fire brigades .

Legal basis

According to the Hessian Fire Protection Act § 53, General Aid and Disaster Protection, HBKG , the state of Hesse is obliged to set up and maintain a state fire brigade school.

history

On December 15, 1933, the Fire Extinguishing Act which came into force at that time ordered the establishment and maintenance of a fire brigade school by the fire brigade associations of the respective provinces. The lack of suitable buildings initially meant that the training was carried out in Wiesbaden and Hersfeld . Later, the Kassel youth hostel was used as a training and accommodation facility. Due to the expanded range of courses, the company moved to Rotenburg an der Fulda shortly afterwards . In 1934, several cities applied as a location for the state fire brigade school. The Prussian Ministry of the Interior ordered the training center to be located in Kassel , since that was where the supervisory authority of the Provincial Fire Brigade Association was located. It was inaugurated on November 15, 1936 and offered space for 40 participants. During the Second World War , the courses had to be stopped and could only be restarted in January 1948. Since April 1, 1949, the Hessian Ministry of the Interior has been responsible for the state fire brigade school. In 1972 the youth fire brigade training center was opened in Marburg-Cappel. At the Cappel site, a new building in combination with the premises of the Marburg-Cappel volunteer fire brigade has been planned and implemented since October 2015.

In 1977 the HLFS had to change its location again because the current location in the Kassel district of Wehlheiden became too small. A seven hectare former military training area on the edge of the Dönche nature reserve was chosen as the new location. At this location, the buildings were expanded again and again until 1999. In 1995 the Hesse Disaster Management School in Geisenheim-Johannisberg was taken over by the HLFS as the “Hansenberg Castle Branch”, but closed again in 2000. Also in 1995 the first inspector course for members of professional fire departments took place. Since 2020, courses and seminars have also been held by the emergency department in the youth fire brigade training center.

Voluntary fire brigades

For the volunteer fire brigades of the State of Hesse, all courses available in Hesse are offered here. Since the training to become a troop man (FI), troop leader (F-II), machinist (F-Ma), respirator wearer (F-Atr and F-AtrII) as well as the acquisition of the radio license (F / K radio) are often in the training centers the respective districts take place, these courses are not offered on a large scale. In the youth fire brigade training center in Marburg-Cappel , all courses related to the youth fire brigade can be attended. The training takes place in cooperation with the Hessian Youth Fire Brigade in the State Fire Brigade Association of Hesse .

Fire brigade performance exercises

On behalf of the State of Hesse, the Hessian State Fire Brigade School annually advertises the Hessian fire service exercises at the district, district and state level. They include a theoretical part (answering the questionnaire) and a practical part (fire brigade exercise with fire fighting and rescuing people using respiratory protection and digital radio ). The state performance exercises are carried out by the HLFS itself.

In 1980, these Hessian fire brigade performance exercises replaced the fire brigade competitions that had been in effect until then, which were particularly focused on "speed". These fire brigade performance exercises, which were designed by the Hessian State Fire Brigade School, are intended to consolidate and supplement the knowledge already acquired in practice and theory and to raise the general level of performance with regard to the tasks to be mastered by the fire brigades in a modern technical era. The technical and sporty character of these exercises should also be an incentive for a fair comparison of the performance of the fire brigades with one another. These Hessian fire brigade performance exercises are advertised or organized annually at district, district and state level. They contain a theoretical part (answering the questionnaire) and a practical part (fire brigade exercise with fire fighting and rescuing people using respiratory protection and digital radio ).

The theoretical part consists of filling out a questionnaire with 15 specialist questions. These questions come from all fire service areas such as burning, extinguishing, portable ladders, FwDV 3, water-bearing fittings, hose knowledge, fire extinguishers, water supply, accident prevention, first aid, operational training, etc. and are answered by six members of a team. Each correct answer and correct completion of the questionnaire header are awarded points. In the practical part, exercises are carried out for the fire fighting group (9 people) or the fire fighting team (6 people). The exercises are based on fire service regulations 1 (basics), 3 (fire fighting), 7 (respiratory protection) and 10 (portable ladders) as well as the accident prevention regulations and radio communications.

Regulations and standardization

The Hessian state fire brigade school, together with the other state fire brigade schools, is responsible for drafting new fire brigade service regulations (FwDV), in 2018 this was the case for FwDV 2. The state fire brigade school also works with the creation or amendment of standards and construction guidelines for fire fighting vehicles , as well as with the creation of construction guidelines and thus the eligibility for fire fighting vehicles that are procured in Hessen.

The HLFS consists of two accommodation buildings which, after the school has been expanded, only have single rooms. A building with several training rooms and planning practice rooms. There is also a fully equipped exercise control center, two fire training houses, a machinist training hall, two vehicle hangars, a workshop and a respiratory protection workshop. A fitness studio has also been set up in one of the vehicle hangars. An increase in accommodation from 240 to 390 is planned by 2024.

Vehicles and equipment

The HLFS has a large number of standardized fire fighting group vehicles ( LF 10 and LF 20 ), emergency fire fighting group vehicles ( HLF10 and HLF 20 ) as well as some turntable ladders (DLK 23-12 and DLK 18-12) and various standardized special vehicles such as equipment and equipment vehicles for GABC and TH training, boats for boat driver training and oil barriers, as well as various KdoW, ELW 1 and ELW 2 for management training.
