Jacques François Poos (born June 3, 1935 in Luxembourg ) is a Luxembourg politician .

Studies and professional career

After attending school, he completed a degree in business and economics in Lausanne , which he finished in 1959. He then became a civil servant, initially as an attaché in the Ministry of Economic Affairs and from 1962 to 1964 as a lecturer in the statistical service. In 1961 he received his doctorate in economics in Lausanne. Between 1964 and 1976 he was director of the Tageblatt , the second largest daily newspaper in Luxembourg.

Between 1980 and 1982 he was first director of Banque continentale du Luxembourg (BCL) and then until 1984 director of Banque Paribas Luxembourg SA .

Political career

Poos began his political career in 1969 when he was elected a member of the Esch-sur-Alzette municipal council , to which he was a member until 1976. In 1974 he was first elected a member of the Chamber of Deputies ( Chambre des Députés ). There he represented the interests of the Lëtzebuerger Sozialistesch Aarbechterpartei (LSAP) until 1999 .

Minister in the Thorn, Santer and Juncker governments

On July 21, 1976 he was appointed finance minister in Gaston Thorn's cabinet . In this role he was also Governor of the World Bank , the International Monetary Fund (IMF) and the European Investment Bank (EIB). He held these offices until the end of the coalition of the LSAP with the Democratic Party (DP) von Thorn on July 16, 1979.

On July 20, 1984, the LSAP formed a coalition government together with the Christian Social People's Party (CSV) . Prime Minister Jacques Santer then appointed him Deputy Prime Minister and Minister for Foreign Affairs, Foreign Trade and Cooperation. He held these offices under the Prime Minister Jean-Claude Juncker , who was in office from January 20, 1995 , until August 7, 1999. As Foreign Minister, he was also President of the Council of the European Union in the second half of 1985, the first half of 1991 and the second half of 1997 . Besides the French politician Maurice Couve de Murville, he was the only politician to hold this office three times.

Between 1984 and 1989 he was also Minister for Economy, Small Business and Treasury and from July 14, 1989 to July 13, 1994 Minister of Defense.

Member of the European Parliament

In the 1999 parliamentary election, Poos did not run again as the LSAP's top candidate. Instead, he was elected a Member of the European Parliament . During this time he was also Vice President of the European Parliament. In 2004 he retired from active political life.
