Jesse Francis "Jeff" Bingaman (born October 3, 1943 in El Paso , Texas ) is an American politician of the Democratic Party . He represented the state of New Mexico in the US Senate from 1983 to 2013 .

Bingaman completed a Bachelor -Studies at Harvard University and then made in 1968 qualified as a lawyer at the Law School of Stanford University . He was then, among other things, legal advisor to the Constitutional Convention of New Mexico in 1969, before practicing as a private lawyer from 1970. In 1978 he was elected Attorney General of New Mexico to succeed Toney Anaya and held this office until 1982.

In the 1982 US Senate elections, he won 53.8 percent of the vote against the Republican incumbent , former astronaut Harrison Schmitt . As a result, his mandate was confirmed four times: in 1988 with 63.3 percent of the vote against Bill Valentine, in 1994 with 54 percent against Colin R. McMillan , in 2000 with 61.7 percent against William T. Redmond and in 2006 with 70.6 Percent against Allen McCulloch.

In the Senate, Bingaman served as chairman of the committee on energy and natural resources . He has also served on the finance , armed forces and health, education, labor and pensions committees, and the Joint Economic Committee . In 1997 he was instrumental in the Kyl-Bingaman Amendment . Later he was one of the 23 senators who voted against authorizing the Iraq war .

In February 2011, Bingaman announced that he would not run again in the 2012 Senate elections and would therefore leave Congress in January 2013 . He was succeeded by Martin Heinrich , previously a Democratic member of the US House of Representatives . He prevailed against Republican Heather Wilson .
