Jo Myong-rok (born July 12, 1928 in the district of Yŏnsa-gun , Kankyō-hokudo sub -province , Chōsen province , then the Japanese Empire , today's North Korea ; † November 6, 2010 ) was a North Korean vice marshal and politician .
biography
Jo joined the Korean People's Army in December 1950, graduated from the Air Force School and actively participated in the Korean War as a pilot . Afterwards he was battalion , regimental and division commander . In 1975 he was promoted to major general and commander of the air defense forces , before he became lieutenant general and head of the political administration of the air force and chief of staff of the air force in 1977 . In 1979 he was promoted to commander of the air force after the previous commander O Kuk-ryol became chief of the general staff. In this capacity he was promoted to general colonel in 1985 and general in 1992 .
Since October 1995, Jo has been the chief of the People's Army Political Administration and at the same time was promoted to Vice-Marshal. In addition, he became first vice-chairman of the National Defense Commission in 1998 and was confirmed in this office both in 2007 and most recently in February 2009. He was thus de facto the second most powerful man in North Korea after Kim Jong-il . Jo was also a member of the Presidium of the Politburo of the Labor Party Central Committee (PdAK) , a member of the PdAK Central Committee and the Party's Central Military Committee. Since February 1982 he was also a member of the Supreme People's Assembly .
In October 2000, Jo, the highest-ranking representative of North Korea to date, paid a visit to the United States and was received by US President Bill Clinton .
