Jochen Welt (born February 14, 1947 in Velbert ) is a German politician ( SPD ). The graduate social scientist was mayor of the city of Recklinghausen from 1987 to 1998 and from 2004 to 2009 district administrator of the Recklinghausen district . He was also a member of the German Bundestag from 1990 to 2004 . From 1998 to 2004 he was the representative of the Schröder government for repatriate issues, and from 2002 to 2004 he was also the representative for national minorities.

education

From 1961 to 1963, Welt attended business school and then trained as an industrial clerk until 1966. In 1967 he passed the educational maturity examination and studied social work until 1971, then social sciences until 1975.

From 1983 to 1987, Welt was head of school administration and administrative director of the Bochum technical college for mining. Since 1987 he has been a department head at Deutsche Montantechnologie and managing director of the Gesellschaft für Energietechnik. Since 2009 he has been managing director of IPAConsult. From August 2014 to March 2017 Jochen Welt was managing director of the Otto Benecke Foundation e. V.

politics

Welt was a council member from 1975, parliamentary group chairman from 1985 to 1986 and mayor of Recklinghausen from 1987 to 1998 . Jochen Welt was elected by the Recklinghausen City Council with an absolute majority.

Jochen Welt was a member of the German Bundestag from December 20, 1990 to October 22, 2004. He was always directly elected in the constituency of Recklinghausen I.

From 1998 to 2002 Jochen Welt was the Federal Government Commissioner for Resettler Issues, and from 2002 to 2004 he was also Commissioner for National Minorities. As part of this task, he presented the federal government's first integration concept, "Aussiederpolitik 2000", and in this context introduced the pair of terms "promote and demand" into the debate on migration policy. He also created the “four-pillar model” of the integration of emigrants, which became the basis for the integration support of the Federal Office for Migration and Refugees (BAMF).

On October 10, 2004, Jochen Welt was elected District Administrator of the Recklinghausen district, which is why he resigned his Bundestag mandate on October 22 of the same year.

Welt announced in February 2008 that it would no longer stand as district administrator in the 2009 local elections for personal reasons.

Controversy

Jochen Welt was elected directly to the Bundestag with absolute majorities. Nevertheless, he was controversial throughout his political life. He was accused of taking private advantage of his public office. However, he was never prosecuted.
