At the beginning of his tenure as archbishop he moved into the bishop's palace in Recife, which his predecessor as a supporter of liberation theology had not lived in. As Archbishop, Cardoso Sobrinho campaigned in Brazil to reduce the influence of liberation theology in his region and to curb the growth of Protestantism in Brazil. On July 1, 2009, Pope Benedict XVI. the resignation from the office of Archbishop of Olinda e Recife submitted by José Cardoso Sobrinho for reasons of age. Controversy

In March 2009, José Cardoso Sobrinho became the focus of Brazilian and international media coverage. A nine-year-old girl had been raped by her stepfather ; she had broken off the twin pregnancy that resulted from it in the 15th week of pregnancy , since, according to the doctors, the life of the 36 kg girl was at risk. Cardoso Sobrinho said in a television interview that the Church could not make an exception in such a case either, since "God's law" is higher than "human laws". The adults who consented to the abortion, including the mother of the child and the team of doctors who carried out the abortion, incurred the excommunication . According to the Archbishop with reference to Canon 1398 of the Codex Iuris Canonici , this occurred automatically when the abortion was carried out. Cardoso Sobrinho was sharply criticized for his testimony by Brazilian President Luiz Inácio Lula da Silva . The Brazilian theology professor Joao Batistiole called the archbishop's attitude "hard and difficult to understand".
