Çarçani I cabinet
The Çarçani I cabinet was a government of the People's Socialist Republic of Albania , which was formed on January 14, 1982 by Prime Minister Adil Çarçani of the Party of Labor of Albania PPSh (Partia e Punës e Shqipërisë) . It replaced the Shehu VII cabinet and remained in office until November 22, 1982, after which it was replaced by the Çarçani II cabinet .
The cabinet was formed after the alleged suicide of the heavily criticized Mehmet Shehu for the remainder of the period until the next parliamentary elections. There were no major changes to the previous cabinet. Hekuran Isai replaced Feçor Shehu , a nephew of Mehmet Shehu, as interior minister. Petro Dode lost the office of deputy chairman of the Council of Ministers, but remained chairman of the State Planning Commission. Qirjako Mihali continued to be Deputy Chairman of the Council of Ministers and, instead of Haki Toska, was also the new Minister of Finance. The Ministry of Industry and Mining was now under the leadership of Llambi Gegprifti , who took over from Prokop Murra , who headed the new energy ministry . The office of Secretary General of the Council of Ministers, which Kiço Kasapi previously held, no longer existed in the new government of Çarçani.
On July 1, 1982, two ministers who were accused of having close ties to Shehu and foreign secret services were replaced: Long-time Foreign Minister Nesti Nase was replaced by Vice Reiz Malile , who was to shape Albania's foreign policy in the 1980s. Nase was sentenced to a long prison term. Health Minister Llambi Ziçishti was also accused of trying to poison Enver Hoxha in 1973 ; he was sentenced to death. Ajli Alushani became the new Minister of Health . At the same time, Prokop Murra was replaced by Pali Miska as energy minister - Murra was not charged, however, and was subsequently to take on important offices.
Defense Minister Kadri Hazbiu was also arrested on October 15 . He was also accused of conspiracy and a coup against Enver Hoxha. He was executed in 1983.
