biography

Promotion to Minister of the Interior and Defense

The son of Hazbi Cano Dautaj, a leader of the Vlora uprising in 1920, attended a business school and participated in the communist anti-fascist war of independence during World War II from 1942 to 1944 .

After the founding of the People's Republic of Albania on 11 January 1946, he was as Colonel Chief of the Section counterintelligence in the Directorate for External Security . He later graduated from the Soviet Military Academy in Moscow .

Hazbiu became a member of the People's Assembly ( Kuvendi Popullor ) in 1950 and was a member of it until October 15, 1982. At the same time he was Vice Minister of the Interior from 1950 to 1954 and was elected a member of the Central Committee (ZK) at the 2nd party congress of the PPSh in April 1952 .

On July 23, 1954, he was appointed Minister of the Interior to succeed Mehmet Shehu , who became Prime Minister . He held this position for almost 26 years until April 26, 1980. At the same time, he was the chief superior of the Sigurimi secret service , which was subordinate to the Ministry of the Interior. In 1957 he was promoted to lieutenant general .

At the 4th Party Congress in February 1961, he was elected as a candidate for the Politburo of the PPSh . In this capacity he visited the People's Republic of China during the Cultural Revolution in 1966 and 1968 .

In November 1971 he was elected a member of the Politburo at the 6th Party Congress. He was a member of this top management body of the PPSh until his departure on October 13, 1982.

In the mid- 1970s , as Minister of the Interior, he played a key role in the removal, arrest and execution of the alleged conspirators from the military-economic leadership area around Beqir Balluku , Petrit Dume , Hito Çako , Abdyl Këllezi , Koço Theodhosi , and Lipe Nashi against the government.

On April 26, 1980, he succeeded Mehmet Shehu, who remained Prime Minister, finally Minister of Defense , while Feçor Shehu became the new Minister of the Interior. Hazbius' appointment as defense minister came as a surprise and came about as a result of the decision of the first secretary of the PPSh Enver Hoxha and Shehus not to entrust the important defense ministry to the younger vice ministers Llambi Gegprifti , Nazar Berberi , Maliq Sadushi or Veli Llakaj .

Disempowerment

He was arrested on October 15, 1982 and lost his membership in the People's Assembly and the Politburo. On November 23, 1982, he was officially replaced, surprisingly, by Prokop Murra , the first civil defense minister of the People's Republic of Albania.

Shortly after Hazbiu and about a year after Mehmet Shehu's death on December 17, 1981, numerous other party and state officials were arrested at this time and tried in secret in 1983, including Shehu's wife Fiqret and his sons. The new Interior Minister Feçor Shehu, who was not related to Mehmet Shehu (who had previously worked for a long time in management positions of the Sigurimi secret service, most recently as its head), and other senior secret service officials were also arrested and tried under absurd accusations. Foreign Minister Nesti Nase and Health Minister Llambi Ziçishti met the same fate . All are said to have prepared a coup and the liquidation of Hoxha under Shehu's leadership on behalf of the CIA , the Yugoslav UDB and the KGB .

Incriminating statements were obtained under torture. Hazbiu and Feçor Shehu could not be induced to admit the absurd accusations. Several defendants were executed and the others sentenced to long terms in prison.

He was executed on September 10, 1983 . After the execution he was described by Enver Hoxha in his diary as "the most vile in the social morass".

Twelve years after his death, his body was exhumed and, at the request of the family, buried on November 4, 1995 in Selita near Tirana.
